No matter what functional role one holds within a gaming regulatory or policy making body, the complexity and breadth of policies, procedures, and operational oversight creates knowledge gaps. There are few structured learning opportunities within the professional lifespan of a typical regulator to provide rigorous and comprehensive learning. This certificate program provides exposure to all areas of the regulatory ecosystem and establishes a baseline of knowledge necessary for regulatory professionals across the world’s many gaming jurisdictions.

Delivered by expert faculty in an executive education classroom format, the curriculum has been strategically designed by academic faculty and regulatory practitioners at the International Center for Gaming Regulation to provide a holistic understanding of all aspects of gaming regulation.

Topics covered include:
Day 1: History of the Regulatory Process; Public Policies on Casino Gaming; Casino Gaming Terminology; Gaming Regulatory Structure, Functions & Responsibilities

Day 2: Casino Organization & Structure; Table Games Transactions, Accounting for Revenue, and Statistical Analysis; Gaming Device Transactions, Accounting for Revenue, and Statistical Analysis

Day 3: Understanding "Other" Game Transactions and Accounting for Revenue; Casino Cage Operations; Casino Controls; Casino Financial Statements;

Day 4: Licensing & Suitability Standards; Pre-Licensing Investigations - Objectives and Scope; Junket Operations, Independent Agents

Day 5: Anti-Money Laundering Requirements for the Casino Industry; Technology & the Casino Environment; Responsible Gaming and the Regulatory Process

Program content and order are subject to change based on faculty and site visit availability.


Who can attend this event?

Gaming regulators from any function - enforcement, audit, licensing, etc. - who aspire to a senior leadership role within their jurisdiction and need enterprise-wide exposure to the entirety of the regulatory process. The program also welcomes commissioners, legislators, policy makers and stakeholders from new gaming jurisdictions.

What is included in the registration fee?

The fee includes all classroom materials and a certificate of completion from the University of Nevada, Las Vegas. A continental breakfast, lunch, and afternoon refreshments each day will also be provided. All other expenses, including airfare, ground transportation, evening meals, and incidentals are the responsibility of the participant.

Is transportation or parking available?

We encourage participants to arrive either by taxi, Uber or Lyft. However, parking passes can be reserved for a limited number of spaces on the UNLV campus.

What is the attire for the program?

The attire is business casual.

What is the refund policy?

1. In the event a course is canceled, registrants will be notified as soon as possible and receive a full refund of their registration fee. The International Center for Gaming Regulation is not responsible for any travel and related expenses or other expenses incurred by any participant due to a course cancellation.

2. A service fee of Twenty Percent (20%) will apply to all participant initiated cancellations received three (3) weeks prior to the event.

3. A service fee of Fifty Percent (50%) will apply to all participant initiated cancellations received two (2) weeks (14 days or less) prior to the event. In the event you need to cancel, you may substitute another person to attend in your place. However, you will need to inform us in writing no later than two (2) business days prior to the start of the event.

4. All cancellations and refund requests must be made in writing. Refunds granted for credit card charges will be credited to the original account charged. No refunds will be given in the event of “No Shows.” Refunds may take up to 4 weeks for processing.
