The Metro Gold Line Foothill Extension Construction Authority (“Foothill Gold Line Construction Authority”) is an independent transportation planning and construction agency created in 1998 by the California State Legislature to plan, design and build the Foothill Gold Line light rail system from Union Station to Montclair. The agency completed the first segment from Union Station to Pasadena in 2003 and the Pasadena to Azusa segment in 2015; both on time and under budget. The Glendora to Montclair project was environmentally cleared in March 2013 and completed advanced conceptual engineering in September 2016. Future stations are planned in the cities of Glendora, San Dimas, La Verne, Pomona, Claremont and Montclair.
Two significant contracts will be procured in the next 18 months by the Construction Authority for the Glendora to Montclair project. The first is a Utility Relocation design-bid-build contract; the second is a design-build contract for the overall Alignment Project. The majority of the funding needed to build the project is being allocated through Los Angeles County’s Measure M sales tax, which takes effect July 1, 2017. The Foothill Gold Line Construction Authority will break ground on the Glendora to Montclair project in October 2017 and substantial completion is anticipated in late-2025 to early-2026. The first year of work will be used to relocate utilities and hire a design-build team for the Alignment Project.
