What has San Jose — its people, elected leaders, and civic institutions — learned from a summer of protest? How does a community balance First Amendment rights with public safety? A look at recent legislative proposals to increase police accountability spurred by the movement for racial justice and clashes between authorities and those engaged in activity protected by the First Amendment.
