Course Description:

The scene of a fire/explosion event involving death is complex requiring two separate but related investigations. The reports and testimony of a Certified Fire Investigator, Criminal Investigator (Municipal, County, State and Federal), Medicolegal Death Investigator, Insurance Investigator, and DA/AG Investigator concerning observation and findings at a fire/explosion death scene is vitally important to the successful conclusion of the investigation. A competent investigation of a fire death scene demands an understanding of investigative procedures and appreciation of the “Why” of certain actions and close attention to detail in carrying them out.

This two (2) day training will address the considerations, guidelines, and procedures that will comply with the standard of care for conducting a forensic fire/explosion scene death investigation and analysis.

Upon Successful Completion: Attendees will have been provided the skills and knowledge to:

  • Describe the investigative considerations necessary for a fire/ explosion that caused injury. (NFPA 1033:4.4.1)
  • Describe the investigative considerations necessary at a fatal fire/ explosion scene. (NFPA 1033:4.4.1)
  • Identify and describe the fundamental issues of death investigation. (NFPA 1033:4.4.1)
  • Describe the death-related pathological and toxicological examination of fire/ explosion victims. (NFPA 1033:4.4.1)
  • Identify and describe postmortem documentation and tests. (NFPA 1033:4.4.1)•Describe and understand how the cause and manner of death are determined. (NFPA 1033:4.4.1)

Conduct a competent fire death scene investigation based upon ASTM International E-1188 Standard Practice for Collection and Preservation of Information and Physical Items by a Technical Investigator.

  • Secure a body as evidence. (NFPA 1033:4.4.1)
  • Evaluate an injured victim for details about the fire scene. (NFPA 1033:4.4.1)
  • Evaluate a body for details about the fire scene. (NFPA 1033:4.4.1)

Instructor:

Louis "Shawn" Phillips, IFSAC-CFI, NBFSPQ-CFI, IAAI-CFI(V), FIT, ECT, CI, NAFI-CFEI, CVFI, CIPBI, CHMS, CFI-I, CFI-II, FCLS, GIFireE Is an internationally recognized forensic expert in fire origin, causation and responsibility, explosion post-blast investigation/ analysis, and fraud investigation/ analysis with more than two decades of experience. Shawn is a retired career public servant, serving on the federal, state and local level. His experience in forensic fire/ explosion investigation/ analysis and fraud investigation/ analysis is a blend of education, training and on-scene experience as an investigator and supervisor, conducting routine and complex investigations, tests and experiments.
Shawn has provided forensic subject matter expert investigative services for insurers, third-party administrators, self-insured corporations, government, and law firms. He has led a team of forensic experts as the National Fire Investigations Manager/ SIU Specialist for the largest private investigations firm in the world. Shawn has conducted and/or supervised the investigation of over 2,000 fire/ explosion events resulting in multi-million-dollar losses, multiple fatalities, and serious bodily injuries. He has conducted over 1,500 technical reviews of expert fire/explosion analyses.
Shawn holds multiple international and national certifications as a Certified Fire Investigator, Post-Blast Investigator, Insurance Fraud Investigator, Code Inspector, and Hazardous Materials/ Weapons of Mass Destruction Specialist. To date, Shawn has completed over 4,500 hours of specialized training courses conducted by international/ national organizations and public safety academies.
Shawn has lectured at numerous venues as a subject matter expert in Forensic Fire/Explosion Investigation, Post-Blast Investigation, Hazardous Materials, Weapons of Mass Destruction, Weapons of Mass Destruction Investigation, and Property Fraud Special Investigations.
Shawn currently provides forensic subject matter expert/ technical services in the areas of serious injury/ death investigations involving fire/ explosion events and complex fraud investigation/ analysis involving arson, economic profit schemes, and medicolegal death investigation throughout the United States and abroad.
His greatest accomplishment is the life he shares with his wife of 20 years, Heather and his daughter Peyton.
