America's concern for maintaining or improving clean water is in a class all of its own when compared to other countries, but the methods we use to get clean water is always contentious and turns into a battle between opposing points of view when it comes to implementing regulations. On the other hand, Georgia's approach ​to clean water through the strict language of the NPDES General Permit for Construction is noteworthy in its approach for improving and maintaining clean watersheds. This short presentation will discuss the US Supreme Courts decision for WOTUS as well as Georgia's recent draft NPDES permitting approach for clean water ​discharges on construction sites.

BIO:


Luke was born in Colorado and today lives in Georgia, a state that receives an average of 55-inches of rain per year, and has arguably more history than any other state in the country regarding severe impacts from stormwater mismanagement. Luke has served in the US military as a United States Marine both at home and abroad. Following his honorable discharge as Sergeant in 1981, he attended Colorado Mesa University and graduated with honors with a degree in Geology. In 2005, he launched the NPDES Stormwater Training Institute, a company that has now educated thousands of land developers, environmental consultants, SWPPP designers, and federal, state and local regulators regarding stormwater regulatory compliance and enforcement. Luke is a registered professional Geologist in California and Georgia, serves on the Governor appointed stakeholders board for the issuance of the Georgia NDPES General Permit for Construction, and has recently served on the National Environmental Steering Committee for the Associated General Contractors of America (AGC). Today, Luke continues to provide stormwater consulting and legal expert witness services for the MS4 and land development communities, respectively. He is a top training provider & speaker for the MS4 Compliance & Enforcement Certified Inspector (MS4CECI) and Georgia's erosion and sediment control certification programs, and is an active member of the International Erosion Control Association (IECA), Southeast Stormwater Association (SESWA), Georgia Environmental Restoration Association (GERA), Georgia Association of Water Professionals (GAWP), Trout Unlimited, Ducks Unlimited and American Sports Fishing Association.
