OPD is hosting a CLE that will begin with a classroom-style session in the morning, followed by an afternoon tour at the Monroe Correctional Complex (see options below). You may register for the morning, afternoon, or both. However, DOC limits the number of tour participants, so register early.

Morning Session:

Snohomish County Drewel Building

9:00 - 10:00 --- Preserving Issues for Appeal --- Travis Stearns, Washington Appellate Project

10:15 - 11:45 --- Felony Sentencing 101: Taming the SRA --- Cindy Arends Elsberry, Washington Defender Association

2.5 CLE credits pending approval by the WSBA

Afternoon Tour - Monroe Correctional Complex:

Arrive for security screening at 1:30. The tour will take place from 2:00 - 4:00.

There are three tour options. We will be divided into three groups, each covering a different unit within the complex - see the options listed below. Indicate your preference in the registration link. Assignment will be done on a first-come-first-served basis. Space is limitted to only 33 participants. If you register for a tour but later have to cancel, please let us know. We'll keep a waiting list for slots that open up. However, you must register for the Monroe tour no later than Friday, September 15.

  • Special Offender Unit - a 400 bed unit for housing and treating Seriously Mentally Ill (SMI) residents - THIS TOUR IS NOW FULL

  • Twin Rivers Unit - a 500-bed medium custody facility that houses the WA State Sex Offender Treatment and Assessment Program

  • WA State Reformatory - built in 1910 with capacity for 720, comprised of two large cellblocks THIS TOUR IS NOW FULL

Please Note: Everyone registering for the tour will be required to provide their full name, birthdate, gender, and last four digits of their social security number for DOC screening. The registration form will also ask you to identify whether (to the best of your knowledge) you currently represent or previously represented any residents of the facility. Closer to the tour date we will email you group assignments, driving/parking directions, dress code, and other instructions. Please note that all tour participants will be pre-screened and must sign a consent-to-search form. On the date of the tour you must lock all of your valuables in your car, and bring into the facility only your car keys and drivers license.
