Description

The Operation Return and Evacuation Workshop is a seminar and workshop with presentations on local, regional, state, federal and private sector survivor and Disaster Service Worker (DSW) movement plans and procedures. The goal of the workshop is to identify gaps in plans and areas of coordination.

Exercise Objectives

  1. Planning – Educate participants on local, regional, state, federal and private sector survivor and Disaster Service Worker (DSW) movement and evacuation plans and procedures and identify operational assumptions, planning gaps and potential ways to fill said gaps.
  2. Operational Coordination – Discuss how to establish and maintain a unified and coordinated operational structure to support people movement at the Department Operations Center (DOC), Emergency Operations Center (EOC), Water Emergency Transportation Authority (WETA) EOC, BART EOC, Metropolitan Transportation Commission (MTC) EOC, State Operations Center (SOC), Joint Field Office (JFO) and with the private sector.
  3. Logistical Coordination - Understand departments'/agencies' anticipated resource/mutual aid needs and the primary challenges in survivor and DSW movement following a disaster.

Lessons learned from the Workshop will inform the development of the 2018 Epicenter program, the 2018 Port Reopening Exercise Program, Capstone 2018 and 2018 San Francisco Fleet Week.
