Event Details

An institute provided at the University of Notre Dame with sustained online support through the 2012-13 school year. Jointly sponsored by ACE Consulting at the University of Notre Dame and Catapult Learning.

All participants who complete the institute will receive a certificate from the University of Notre Dame awarding Professional Development Points equal to the total program hours of the institute.


Federal education programs require equitable participation for private school students, teachers, and parents. Are your students receiving all the services they are entitled to through federal education programs?

  • Are your students with disabilities provided with publicly funded supports?
  • Do you know the funds generated by your students and how best to utilize them?
  • Do you successfully work with your public school district to obtain services for your students?

  • 4 day summer institute on the campus of the University of Notre Dame

By the end of this conference you will...

  • Become knowledgeable about Titles I, II, III of ESEA and IDEA
  • Get practical experience in solving common issues involved in obtaining equitable services
  • Have techniques that improve your consultation skills
  • Belong to a support community of private school educators involved in federal education program services


 Proposed Program

Registration is from 7:00-9:00 PM Sunday, July 8, 2012.

Day 1: Laying the Groundwork--9:00 AM - 4:30 PM

  • Welcome; Advocating for our Students--Steve Freeman, Board President, Catapult Learning
  • Equity for our children: A social justice issue--Steve Perla, Director, ACE Consulting
  • Setting the context: The history of private school participation in federal education program--Frank Monahan, former Director Office of Government Liaison, United States Conference of Catholic Bishops
  • What are your goals for the Institute?  Rate your skill in obtaining federal program services for your students--Michelle Doyle, National Consultant, Catapult Learning
  • Refresher Course: Overview of ESEA programs and the consultation process--Maureen Dowling, Director Office of Non-Public Education, U.S. Department of Education
  • Case studies, best practices, and what not to do--Michelle Doyle, National Consultant, Catapult Learning
  • Break into Facilitation groups: Assessment of access now, begin action plans--Bruce Kaneb and Sr. Kathleen Carr, ACE Consulting

Day 2: Let the games begin--9:00 AM - 4:30 PM

  • Welcome back: Reflections on the first day--Michelle Doyle, National Consultant, Catapult Learning
  • Strike one, strike two, strike three: Hitting a home run in ESEA--Ed Valent, former Title I Director, Milwaukee Public Schools 
  • All Stars in the Field: Panel of Best Practices--Henry Fortier, Superintendent Diocese of Orlando; Kathy Mears, Assistant Superintendent, Archdiocese of Indianapolis
  • Batting practice: Consultation role play/simulation--Michelle Doyle, National Consultant, Catapult Learning 
  • Reflections on the consultation exercise--Michelle Doyle, National Consultant, Catapult Learning 
  • Facilitation groups: Finalize action plans for presentation--Bruce Kaneb and Sr. Kathleen Carr, ACE Consulting 

Day 3: Putting it into practice--9:00 AM - 4:30 PM

  • Presentation of action plans--Participants, facilitated by Bruce Kaneb and Sr. Kathleen Carr, ACE Consulting
  • You’ll never walk alone: Support plan for participants--Ron Valenti,  
  • Education for all: Advocating for our most needy through IDEA--Michelle Doyle, National Consultant, Catapult Learning 
  • Incorporate IDEA into action plans--Institute staff 
  • Social event.

Day 4: Inside the beltway  9:00 AM - 1:000 PM

  • Reflections on goals met and goals still outstanding, input on timing and content fof four webinars--Michelle Doyle, National Consultant, Catapult Learning
  • Funding, reauthorization, and waivers--Michelle Doyle, National Consultant, Catapult Learning
  • Advocacy workshop--Steve Perla, Director, ACE Consulting
