The Big Bend Community Emergency Response Team (CERT) and the Hillsborough County Office of Emergency Services are sponsoring an Emergency Response Disaster Training Exercise.

The scenario: A cluster of tornadoes hits Eastbay High School. Damage to structures are severe with many casualties. First responders cannot access the campus area, and will be unable to assist for many hours. The students and staff are on their own. Student Teen CERT members will form teams to determine the situation, save as many lives as possible and to communicate their status to the Hillsborough County Fire Department.


The primary objective of the Exercise is to conduct a Teen Cert End Of Course Disaster Exercise. Over 250 Eastbay High School JROTC students will have completed the FEMA G-317 Basic CERT Training course during the Fall 2017 semester. The Exercise will provide a realistic scenario for the students to form Search and Rescue Teams, conduct Triage and treatment of victims, provide continuing support for victims and to communicate with support services for evacuation/treatment of victims.

The secondary objective of the Exercise is to provide local CERT teams the opportunity to practice their CERT skills as both Safety Officers/Training Evaluators and as stand-alone teams providing Search and Rescue, Victim Triage/Treatment, and emergency communications.


CERT Team members will have the opportunity to complete the "Stop The Bleed" training course during the exercise, assist in evaluating/mentoring Teen CERT Members, organize their own teams and perform Search and Rescue, Triage and Treatment. Form your own Team ICP, run the area you are assigned, and conduct communications with Hillsborough County to request support, etc. Great Opportunity for your CERT teams.

Additionally we have 150+ Drama Department students who will act as fully moulaged victims for the exercise. Additional victims will be welcome to participate as well.

Exercise staff, students and CERT members will pre register for this event, will sign in at the site, and will wear identifiable uniforms/cert badges at all times.

Depending on weather conditions both indoor and outdoor areas will be used. Sports fields, parking lots, BUS areas, GYM and some classroom areas will be used. This will enhance the availability of separate "disaster" scenes for both Teen CERT and adult CERT Teams to operate.

(4) CERT/Other Volunteers providing the following support: Command Post Operations, Communications,Food Service, Safety Officers/Training Monitors, Sign in and personnel accountability.

Teen CERT 13-18, Adults 18 and over

What can I bring into the event?

Food, snacks and drinks as you desire. Some lunch/snacks will be provided. No alcohol or SMOKING ON THE PROPERTY. We need medical supplies, i.e, gauze pads and rolls, tourniquets, splints, stretchers, etc. Please bring any supplies you think we might need, we will return to you at the close of the exercise.
