Developing and delivering a Primary School financial efficiency programme

With reduced Local Authority financial settlements, schools are finding it increasingly difficult to develop medium term financial plans which enable it to operate within its budget envelope. Whilst not meant to be an exhaustive list, schools are facing financial pressures from a range of areas including:

  • Increased Teacher Pensions costs from September 2015 (up by 2.38%)
  • Increased NI costs from April 2016 (up by 3.4%)
  • Likely increased LGPS costs from April 2017 (approx. 4%)
  • Wage inflation is forecast at 1% per annum in future years
  • Requirement to make some allowance for general inflation over the course of the forecast (3%).

The purpose of this workshop is to equip Headteachers and SBM’s of Primary Schools with practical examples of ways in which you can reduce expenditure, without affecting the delivery or quality of education. Attendees will be walked through the process of identifying and delivering a primary school deficit reduction programme from individuals that have significant experience in this field.

Topics covered as part of the workshop will include:

Understanding the baseline position

Developing an MTFS

Delivering a deficit reduction programme

The interface with Unions

Commercial renegotiations

Tendering of services / TUPE

Collaboration with other schools

This workshop will be led by Brian Jones and Carolyn Calvert.

As Director of Finance at one of Europe’s largest Primary schools; Brian has taken the school from a six figure recurrent deficit through to operating a surplus within 6 months. This extraordinary result has been achieved through developing a multi-faceted approach to financial management. Brian is described as a school’s finance turnaround specialist, having successfully leading similar programmes with other primary sector establishments.

Carolyn Calvert has extensive experience of programme management within Education and Local Authorities. She has previously developed the infrastructure which has enabled the accelerated delivery of deficit reduction programmes and implementing governance structures which provide assurance to Governing Bodies.
