Decriminalizing Disability: The Case for Crisis Response Services

A Symposium and Community Conversation

November 21-22, 2019 Thursday, 9AM-5PM, Friday 9AM to 12:30PM

People with mental health and/or addiction needs are more likely to be victims of police shootings and are over-represented in prisons and jails. Join Baltimore City community members and stakeholders to learn about strategies to decriminalize disability and increase capacity for behavioral health resources.

The Symposium will be a two day event. The first day will be presentations from panelists from innovative and effective crisis response/behavioral health programs around the country to share information about their programs and how they overcame barriers to successful implementation. The second day will be a working session for Baltimore City stakeholders to discuss how to remove barriers that prevent successful implementation of a more complete system of care in Baltimore City.

The first day of the program will feature one plenary speaker and three panels on the following topics: i) outreach; ii) responses to crisis events; and iii) comprehensive systems of care. The panels will be moderated by Baltimore residents who have years of experience in working in the behavioral health system, and are familiar with the particular challenges of Baltimore City.

In preparation for the symposium, please review this analysis of existing gaps in the behavioral health system in Baltimore as required by the Federal consent decree entered by the City of Baltimore and the United States Department of Justice in April 2017.
