This training covers TWO of the required courses for initial DRCC certification.

CROSS CULTURAL ISSUES IN DISASTER RESPONSE AND RECOVERY (9am - 12pm)

This workshop provides a review of cultural issues and considerations that are relevant to the effective delivery of disaster mental health services.  Aspects of culture and ethnicity that influence the experience of crisis, trauma and suffering, and cultural traditions that enhance recovery and healing for individuals, families and communities will be presented and discussed.  Participants will be encouraged, through group exercises, to examine their own culturally-grounded values and beliefs, and how these constructs shape our professional roles.  The workshop will conclude with an opportunity for open discussion of culturally-based ethical dilemmas we have encountered in our work, and how we seek to resolve such dilemmas. 

Objectives:

  • Participants will describe cultural competency, cultural awareness, and cultural sensitivity.
  • Participants will examine the importance of culture in crisis counseling and our cultural influences and biases.
  • Participants will discuss issues related to cultural competency in disaster preparedness, response, and recovery.

 

ETHICAL ISSUES IN CRISIS RESPONSE (1pm - 4pm)

This workshop will provide a review of relevant ethical principles and issues related to crisis and disaster response interventions. The workshop will review general principles and elements of ethical decision making models and discuss their application to crisis and disaster response. Philosophical issues (e.g., the politics and economics of disaster relief efforts) and practical issues (e.g., the varied and sometimes conflicting roles of the crisis counselor) will be presented for group analysis and discussion. Case vignettes will illustrate some of the common ethical dilemmas encountered by crisis counselors, and provide a framework for decision-making. The workshop will conclude with an opportunity for open discussion of ethical dilemmas we have encountered in our work, and how we seek to resolve such dilemmas.

Objectives:
• Participants will identify areas of potential ethical conflict that are relevant to crisis intervention and disaster response work

• Participants will identify elements of an ethical decision-making model that can be applied to specific ethical dilemmas

• Participants will apply principles of an ethical decision making model to case vignettes involving crisis and disaster response

New Jersey Disaster Response Crisis Counselor Certification

 

New Jersey was one of the first states in the nation to undergo a formal process for certification of its disaster crisis response workforce. The NJDRCC certification represents a partnership between the New Jersey Division of Mental Health and Addiction Services' Disaster and Terrorism Branch, the Mental Health Association of New Jersey and The Certification Board of New Jersey, Inc. Funded through a generous federal Health Resources Services Administration (HRSA) grant, the DRCC certification is issued by The Certification Board.

The Certification Process

To obtain the DRCC certification one must complete the following 5 required courses:

  • National Incident Management System (NIMS 700)/Incident Command System (ICS 100)
  • Ethical Issues in Crisis Response
  • Introduction to Disaster and Trauma Counseling: Basic Training for Disaster Response Crisis Counselors
  • Cross Cultural Issues in Disaster Response
  • Key Concepts in Psychological First Aid

Completed applications are reviewed by a committee of professionals with expertise in disaster response. Applications which have met the approval of this committee are then forwarded to The Certification Board for final processing, which includes background checks conducted through fingerprinting. Instructions for the application and the on-line certification application are provided on this website.

The Certification Board meets on a quarterly basis (September, December, March and June) and must review all completed applications for final approval and issuance of the DRCC certification. The DRCC certification process continues to be refined and streamlined in order to maximize efficiency and ensure that qualified applicants are certified in a timely fashion.

Prior to the end of the two year certification, human service professionals are required to complete a 12-hour continuing education curriculum for DRCC re-certification.
