Phil Parker serves as Program Manager for the College of Criminal Justice and Security at University of Phoenix. Phil began his law enforcement career with Los Angeles Police Department in 1980. Phil moved to Palm Springs after being hired by Palm Springs Police Department in 1987. Phil was a proud member of their SWAT team for over 20 years. Phil worked a variety of assignments including as a detective investigating organized crime, street and motorcycle gangs, domestic violence, narcotics and more. He promoted to sergeant and in addition to his patrol duties of training, scheduling and managing, he was in charge of the Peer Support Team, the Hostage Negotiation Team and the downtown bicycle team. He accepted an early retirement in 2010. Phil taught at the College of the Desert in their Public Safety Academy for nearly six years, part time. He has also worked with The Counseling Team International as their Peer Support Liaison and as Security Manager for the Agua Caliente Casino in Rancho Mirage. Phil has a Bachelor’s Degree from California Lutheran University, a Teaching Credential from USD, and a MBA from University of Phoenix.
Dr. Lee Wagner
Dr. Wagner is currently a Lead Faculty Area Chair in the College of Criminal Justice and Security at the University of Phoenix. He served for 37 years in various line, investigative, and management positions at several southern California police agencies. He earned a Doctorate (Ed.D) in Organizational Leadership, and a Master of Science (MS) degree in Management. He also attended the prestigious California Peace Officers Standards & Training (POST) Command College. The Command College is a two year Executive Development and Futures-Oriented program for qualifying police managers. His Command College Thesis on Community-Oriented Policing was published by POST and shared with law enforcement agencies throughout the State; Community-Based Policing: A Model Program for Mid-Sized Cities.
