VII Inter-American Conference on Cadastre and Property Registry (#ConfCat21). Public regional annual event of the RICRP

About this event

The Inter-American Conference on Cadastre and Property Registry (# ConfCat21) is the annual regional event of the Inter-American Cadastre and Property Registry Network (RICRP) that brings together the highest national authorities, the private sector, experts, academia, civil society, and enthusiasts in the areas of cadastre and property registry of the Americas. The conference has the objective of exchanging knowledge and advanced experiences for a better cadastral and registry management that results in "more rights for more people." Unique in its kind, this annual conference is also the framework in which the Assembly of Members of this Network is held. The Network is composed of the highest cadastre and property registry authorities of the OAS Member States, and is currently Chaired by the the Dominican Republic in 2021 through the National's Property Registry Administration.

This year, # ConfCat21 is honored to take place in the framework of the celebration of the 100 years of the Dominican property registration system, for which a special agenda has been prepared with special guests.

The VII Conference will be held in virtual mode for the general public, as well as in person for a limited number of participants and under the strictest biosafety protocols.

The working agenda of this VII Inter-American Cadastre and Property Registry Conference covers 13 sessions from November 2 and 3, through which cutting-edge issues will be addressed for the cadastre and property registry, as well as the challenges that the COVID-19 pandemic brought and will have over these two key functions of the public administration. Above all, the conference seeks to analyze the impact that land resilience have in the face of emergency and crisis scenarios, as well as in the face of climate change and post-pandemic socio-economic recovery.

The VII Inter-American Conference concludes with the Annual Assembly of the Network, where in a closed session on November 4, the cadastre and property registry authorities of the countries take decisions about the working agenda on cadastre and property registry of the region for 2022, and elect their authorities for the same year.

This conference addresses the mandates established by the Member States of the Organization of American States (OAS) in 2019 and 2020 through its 49th and 50th General Assembly, in Resolution on Strengthening Democracy AG / RES. 2931 (XLIX-O / 19) and AG / RES. 2958 (L-0/20) in its chapters iii and ii respectively: "Strengthening the cadastre and property registry in the Americas against COVID-19." The VII Conference is organized by the National Property Registry Administration of the Dominican Republic, with the support of the Department for Effective Public Management of the OAS and the World Bank.

In the case of the Dominican Republic, host country of this VII Inter-American meeting, the cadastre and the property registry supply a key public management agenda that serves as a mirror of different aspects of the life of cadastres and registries in Latin America and Caribbean.

El Departamento para la Gestión Pública Efectiva (DGPE) de la Secretaría de Asuntos Hemisféricos de la Organización de los Estados Americanos (OEA), tiene por fin contribuir a que la gestión pública sea más efectiva, transparente, y participativa, para el “ejercicio efectivo de la democracia,” como lo establece el Artículo 2, 4, 6 de la Carta Democrática Interamericana. En cumplimiento de su objetivo, adelanta acciones en áreas de Gobierno Digital, Gobierno Abierto, Compras Públicas, Catastro y Registro de la Propiedad, Registro Civil, y capacitación en gestión pública, entre otros.

A su vez, según mandatos de los Estados Miembros, el DGPE tiene la responsabilidad de Promover y/o fortalecer la implementación de políticas y planes nacionales y, cuando corresponda, sub-nacionales, en materia de: gobierno abierto, gobierno digital, datos abiertos, transparencia fiscal, presupuestos abiertos, sistemas electrónicos de compras, contrataciones públicas y registro público de proveedores del Estado, catastro y registro de la propiedad, considerando para ello la participación de la sociedad civil y otros actores sociales. Asimismo, el DGPE es responsable de gestionar la Escuela de Gobeirno de la OEA y es Secretaría Técnica de la Red Interamericana de Catastro y Registro de la Propiedad.

The Department for Effective Public Management (DEPM) of the Secretariat of Hemispheric Affairs of the Organization of American States (OAS), aims to make public management more effective, transparent, and participatory for the "effective exercise of democracy, "as established in Article 2, 4, 6 of the Inter-American Democratic Charter. In compliance with its objective, it carries out actions in the areas of Digital Government, Open Government, Public Procurement, Cadastre and Property Registry, Identity, and public management training, among others.

In turn, according to mandates of Member States, the DGPE is responsible for Promoting and or strengthening the implementation of national policies and plans, and as appropriate subnational plans in the areas of open government, digital government, open data, fiscal transparency, open budgeting, digital procurement systems, public contracting and a public registry of state suppliers, cadastre and property registry, considering towards that end the participation of civil society and other social actors. Finally, the DGPE manages the OAS School of Governance and serves as Technical Secretariat of the Inter-American Network on Cadastre and Property Registry.
