Communicating the Effects of Map Changes on Flood Insurance - What to Know; What to Say

When new preliminary or final flood maps are released, property owners want to know how they are affected and what options they have. Floodplain managers, local officials, and other stakeholders need to be prepared to answer these questions, offer mitigation and resilience counsel, and point property owners to additional resources.

This training, at the request of FEMA Region III, will focus more on levees and insurance implications.


1. Learn about flood insurance rating options for these common scenarios of changes in risk:

  • A building newly identified to be at high risk or is no longer at high risk
  • An increase in Base Flood Elevation
  • Change in flood zone from Zone A to Zone V
  • *Specifics about coastal issues and/or levees can be included, as appropriate.

2. Review talking points for each scenario that can be used in written materials or at meetings

3. Receive additional resources to help communicate changes in flood risk

4. Gain a better understanding of options available to property owners to help reduce the financial impact of map changes
5. Learn strategies for injecting resilience and mitigation messages into flood insurance discussions

This webinar is suitable for FEMA staff, floodplain managers and other local officials, CTPs, NFIP State Coordinators, and other related stakeholders. In addition, it can be tailored for real estate and insurance professionals.


Bruce A. Bender, CFM, is an outreach and insurance specialist who consults for Resilience Action Partners. Since 2002, he has consulted on FEMA’s Map Modernization and Risk MAP efforts, as well as on FloodSmart, the NFIP’s national marketing campaign. Bruce has also assisted CTPs and local counties and communities with their outreach needs related to map changes. Previously, he managed one of the largest Write Your Own (WYO) flood insurance programs for more than 10 years.
