About this Event

Colne’s Neighbourhood Planning Working Group has incorporated all the suggestions we received during our Informal Public Consultation and it is going out for its Formal Consultation on 19th October for eight weeks.

We want as many people as possible to play a part in our grassroots planning ambitions for Colne, which, if adopted, will last until 2030.

The plan area is the whole of the area administered by Colne Town Council. Meeting monthly, the Working Group is formed from ward councillors and other stakeholders. Both the Waterside Neighbourhood Action Group and Lidgett and Beyond have been involved throughout.

The Working Group chose Kirkwell's planning consultant, Michael Wellock, to guide it through the process of formulating the Plan. It is also receiving lots of support from Pendle Borough Council.

Neighbourhood Planning was introduced in 2011 through the Localism Act. It allows local residents and businesses to have their own planning policies in a Neighbourhood Plan that reflects their priorities, delivers tangible local benefits and has real weight in planning decisions.

Across England, many different communities have embraced Neighbourhood Planning. Colne’s Neighbourhood Plan is the third in Pendle. In very simple terms, a Neighbourhood Plan is: A document that sets out planning policies for the neighbourhood area. Planning policies are used to decide whether to approve planning applications. They are written by the local community, the people who know and love the area, rather than the Local Planning Authority.

Neighbourhood Plans are a powerful tool to ensure the community gets the right types of development, in the right place. It is an important document with real legal force, so has certain formal procedures that it must go through. Once our Formal Consultation is complete, our draft Plan will be scrutinised by a Planning Inspector. We will have to comply with anything he or she suggests and then the Plan will be submitted for Local Referendum in May 2021. If local people vote for it, it will then be adopted.
