Title: Owner’s Role in Construction Safety


What should an owner’s role be with respect to contractors’ safety programs? How much involvement is too much? What are an owner’s legal risks and responsibilities? What approaches are owners taking in the region? Three panelists will give presentations and take questions on these topics and more. This event is being jointly hosted by CMAA and DBIA.


James Anderson is an attorney with Cummins, Goodman, Denley and Vickers and will speak about owner and employer liability, multi-employer worksites, and regulatory practice in the area of construction safety. Mr. Anderson has a B.S. and a J.D. from the University of Oregon and specializes in workers compensation, OSHA, and employment law.


Shon DeVries is an insurance broker with Propel Insurance, and will speak about the City of Portland’s Owner Controlled Insurance Program (OCIP). Mr. DeVries has over 25 years in the insurance and risk management field, consulting on projects with a cumulative value of more than $40B. His experience includes both traditional and alternative risk management programs, wrap-ups, contract formation, risk allocation, risk mitigation systems analysis and construction claim resolution. Shon also serves as the Public Entity Practice Leader at Propel, working with mid to large sized cities, counties, school districts and other public agencies to improve risk management practices and reduce cost of risk.

Mike Jacobs is the Risk Management Coordinator for Tualatin Valley Water District (TVWD) and will present on the Safely Delivered health and safety program for the Willamette Water Supply Program. Mr. Jacobs has been with TVWD for 24 years, leading the District’s risk, occupational safety and health, emergency and security programs. Mike serves as the Chair of the Special Districts Insurance Services (an Oregon government risk insurance pool) Board of Trustees and has served as chair of the AWWA Health, Safety, and Environment Committee and the AWWA Pacific Northwest Section Safety Committee.

The event will be moderated by Andre Tolme, a principal construction manager with MWH Constructors. Mr. Tolme has more than 20 years’ experience in construction management of public and private infrastructure projects in Oregon, Washington, and California. He is currently the Program Construction Manager for the Willamette Water Supply Program, a $1B water infrastructure program serving TVWD, the City of Hillsboro, and other regional water systems in Washington County to be completed by the year 2026.
