The Council of Development Finance Agencies (CDFA) has generously offered to do a free training for IMCP communities -- a $3-5K/person value!

CDFA CEO Toby Rittner will lead the training, which will cover:

  • Understanding development financing
  • Examining the Toolbox Approach & Financing Spectrum
  • Overview of the Tools:
    • Bedrock (bonds)
    • Targeted (TIF/special assessments)
    • Investment (tax credits, EB-5)
    • Access to Capital (RLF, microlending, seed, venture and federal
  • Implementing the Toolbox Approach

Toby notes that this is is a lot to cover in just three hours, since their fundamental course typically is delivered over twodays (14 hours) of training. This will be a quick hitter in three hours.

About Toby Rittner: President and CEO of CDFA, Toby is a frequent speaker at local, state and national conferences and events focused on economic development finance. He has advised governors, local leaders and in 2008 he briefed the Obama Transition Team on federal stimulus policy. He has been featured extensively in The Bond Buyer and other national media publications concerning the advancement of development finance tools. Prior to joining CDFA, Toby was the Director of Legislative Affairs and former Director of Training for the International Economic Development Council (IEDC). Toby has also worked for the Franklin County, Ohio Board of Commissioners, Community and Economic Development Department as a Senior Program Coordinator for Economic Development and as an Associate Planner for the City of Gahanna, Ohio. He holds a Bachelor of Arts in Political Science and a Master's of City and Regional Planning degree from the Ohio State University. He is a Certified Economic Development Finance Professional through the National Development Council and a board member of the Heights Community Congress and FutureHeights, two local non-profit organizations in Cleveland Heights, Ohio. He is also an appointed commissioner on the City of Cleveland Heights Cable Television Commission.
