Casey Family Programs

Susan Reilly has worked in the field of child welfare for over 30 years and has been with Casey Family Programs as a Senior Director of Strategic Consulting since November of 2010. Casey Family Programs is the nation’s largest operating foundation focused on improving the child welfare system and building Communities of Hope. She has a primary assignment of consultation and technical assistance with Pennsylvania and Connecticut and previously partnered with all six New England states. Before joining Casey Family Programs, Susan worked for the Annie E. Casey Foundation as well as having held director positions in two non-profit agencies. Her career has focused primarily on system improvement and organizational health, improving permanency outcomes for children and youth, early development, and continuous quality improvement. She holds a master’s degree in Child Welfare from St Joseph College in CT.



The Family First Prevention Services Act was signed into law as part of the Bipartisan Budget Act on February 9, 2018. This act reforms the federal child welfare financing streams, Title IV-E and Title IV-B of the Social Security Act, to provide services to families who are at risk of entering the child welfare system. The bill aims to prevent children from entering foster care by allowing federal reimbursement for mental health services, substance use treatment, and in-home parenting skill training. It also seeks to improve the well-being of children already in foster by incentivizing states to reduce placement of children in congregate care.

Goal of Session:

To promote understanding of the Family First Prevention Services Act (Family First) through shared learning and discussion.
