Advocates and economists have long argued that putting a price on carbon – whether through a tax or a ‘cap and trade’ system – is critical to achieving long-term carbon reductions and the most cost-effective way to meet these goals.

Since electric vehicles emit virtually no carbon, so they will not be impacted, pricing carbon should accelerate the adoption of electric vehicles. The revenue from carbon pricing can also be re-invested in transportation electrification efforts. In California, for example, revenue from the state’s cap and trade program funds electric vehicle rebates and dozens of demonstration projects.

Oregon is moving towards pricing carbon, and Senate Bill 1070 (The Clean Energy Jobs bill) will be one of the hottest topics in the 2018 Legislative session. What would this proposal mean for electric and advanced mobility in Oregon, for our transportation industry, and for our broader economy?

Our speakers are Nancy Hamilton of the Oregon Business Alliance for Climate, a group of diverse business leaders who have mobilized to support the proposal and Max Baumhefner of the Natural Resources Defense Council.

Nancy Hamilton, Oregon Business Alliance for Climate


A skilled negotiator and effective communicator, Nancy’s career has been defined by being consistently successful at rallying diverse interest groups in support of shared goals. She brings broad experience getting things done while in the public eye and under deadline pressure. Nancy has extensive management and communications experience in government, energy, k-12 and not-for-profit and private sectors, to name a few.

Since forming Nancy Hamilton Consulting (WBE/ESB certified) in September of 2012, Nancy has brought her strategic planning, campaign, government affairs, communications and community engagement background to bear with many clients in Oregon.

Nancy has long been recognized for her energy, her roll-up-her-sleeves and get-‘er-done approach to whatever work is in front of her, and her strategic, collaborative nature. Her effective communications skills make her particularly adept at engaging others in a thoughtful, authentic discussion regarding often sensitive and politically volatile issues.

Most recently, Nancy has begun working with the Oregon Business Alliance for Climate, a statewide business initiative working to advance a carbon pricing mechanism for Oregon. Nancy has been helping to get the organization up and running and build membership in preparation for the 2018 Short Session in Salem, where Cap & Invest legislation will be introduced.



Max Baumhefner, Natural Resources Defense Council 


Max Baumhefner works to make our nation’s cars, trucks, and buses zero-emission vehicles. He focuses on electrifying the transportation sector in a manner that also accelerates the transition to a smarter, more affordable electric grid powered by renewable resources.

Max holds a bachelor’s degree in history from Pomona College and a JD from the University of California, Berkeley. He is based in San Francisco.
