Join us for the second event of the 2019 Canberra Drug Policy Series with Professor Beau Kilmer, codirector of the RAND Drug Policy Research Center in the USA. Professor Kilmer is a global leader in understanding cannabis law reform. His current project is looking at the consequences of cannabis legalisation. This presentation will inform Canberrans on what models are available, and examines the ACT government’s proposed model which is currently under development.

Canberra decriminalised personal cannabis in 1992 and now, 27 years later, more legal changes to the are on the horizon. On 6 June 2019, the ACT Legislative Assembly’s Standing Committee on Health, Ageing and Community Services relased its inquiry report into the Drugs of Dependence (Personal Cannabis Use) Amendment Bill 2018. The report recommends legalising cannabis for personal use. A bill is planned, but what does “legalising cannabis for personal use” really mean? How have other countries changed their cannabis laws? What have been the benefits and the harms?

Cannabis legalisation has seen a rise globally in recent years, but not all legalisation models looks the same. This event will be of interest to Canberrans, as one in three Australian adults have used cannabis before. But with the numerous legalisation models available, what will Canberra’s own look like?

The event will invite the audience to look beyond the binary of illegal vs legal and into a discussion of the different models. What will Canberra’s path to personal cannabis use look like, and what are the mistakes to avoid?
