 Terry Murphy is Chairman of the Kaufman & Canoles Government Contracts and Construction Practice Group and a member of the firm’s Litigation Section in its Norfolk, Virginia office.

 He advises contractors during the proposal process through award and in connection with performance disputes. He represents contractors in connection with requests for equitable adjustment, claims, terminations and appeals to the Armed Services Board of Contract Appeals and United States Court of Federal Claims.

Terry frequently represents contractors in bid protests at the Government Accountability Office (GAO) and the United States Court of Federal Claims.

 He has extensive experience in the drafting and negotiation of teaming agreements and subcontracts and representing clients in prime contractor/subcontractor disputes and litigation. He regularly advises clients on government contract compliance issues and conducts periodic training for government contractors including ethics advice and compliance audits and plans.

 Terry routinely counsels clients on various Small Business Administration programs, including the 8(a), service-disabled veteran-owned, HUBZone, women-owned and mentor-protégé programs. He also represents contractors in small business size protests before the SBA.

 The Kaufman & Canoles Government Contracts and Construction Practice Group also represents clients in the defense of False Claim Act and procurement fraud claims in investigations, grand jury proceedings, trials and the suspension and debarment process. The Group assists clients in complying with export control regulations including the Department of State’s International Traffic in Arms Regulations (ITAR) and the Department of Commerce’s Export Administration Regulations (EAR).

 Terry is a past President of the Tidewater Association of Service Contractors, an At-Large Business Representative on the Tidewater Government Industry Council, a former Board Member of the Virginia Ship Repair Association (VSRA), and former Chairman of the Board of Governors of the Virginia State Bar Construction and Public Contract Law Section. Terry also is a member of the Charleston Defense Contractors Association.

He has been regularly recognized by Best Lawyers in America, Super Lawyers and Legal Elite by Virginia Business Magazine.
