Beacon: Renaissance of a Community Using Code Enforcement, Zoning & Planning

The City of Beacon has undergone an impressive transformation over the past 15-20 years. A small city tucked between the Hudson Highlands and the Hudson River, Beacon was struggling in the latter part of the 20th century, as were many small cities in the region. Fast forward to today and Beacon boasts a solid reputation for art galleries and studios (thanks in part to Dia:Beacon), up-and-coming eateries, revived Main Street industrial architecture, one-of-a-kind shops, and a connection to the outdoors with hiking and boating opportunities at its doorstep. In addition, construction is booming in Beacon. Approximately 1,100 units of housing can currently be found somewhere along the pre-application to approval trajectory.

So how did Beacon do it? The answer is multifaceted and involves a lot of hard work and a bit of luck. Timothy Dexter, Chief Building Inspector for the City of Beacon, will share Beacon's story from the perspective of zoning, planning and code enforcement. Mr. Dexter will discuss:

  • How Beacon identified and addressed their problems;

  • How Beacon utilized new zoning laws to help in their rebirth;

  • The adoption of new code enforcement laws to help with compliance;

  • How Beacon handles the planning process in an effort to streamline the approval process for new projects.

Speaker Bio:
Timothy Dexter has been with the City of Beacon's Building Department for 28 years, first serving as a code enforcement officer, then appointed to building inspector in 1994. In 1997, Mr. Dexter received the designation of Certified Professional Code Administrator from the NYS Building Officials Conference, and in 2002 he was promoted to Chief Building Inspector in Beacon. In addition, he is a 38-year fire service veteran with extensive construction background. Beacon's Building Department is responsible for all new construction, code enforcement, zoning administration and enforcement, planning and fire inspections of all buildings in the City of Beacon.


Board members may be eligible for 2 hours of required training credits.
