Housing Legislation Frenzy: Understanding, Adapting and Implementing

The 2017 legislation session included the enactment of 15 significant housing bills with many focused on “streamlining” local jurisdiction approvals of housing projects. Coupled with mandates for project streamlining are new requirements for local jurisdiction reporting (Housing Accountability Act), addressing “no net loss zoning,” and so on... With new legislation proposed and in the pipeline (e.g., SB 827 “transit-rich housing project” bill and SB 828 “RHNA rollover” bill), the frenzy will only continue. Many local jurisdictions are scrambling to understand the legislation and to determine how best to adapt and implement them while maximizing local control.
