Understanding Your Responsibilities as Your Clients Age
This event will feature a panel of individuals who are immersed in understanding the issues surrounding aging from lack of capacity to financial exploitation. We want you to walk away with a solid framework for dealing with these issues and understanding the resources that are available.
The panel will include:
- Judge Guy Herman of Travis County Probate Court No. 1. He was appointed in 1985 and has been reelected ever since. He is a leading expert in the areas of probate, guardianship and mental health law. Since 1993, he has been the President of the Texas College of Probate Judges. Since 2006, he has been elected by his peers to four 4-year terms as the statewide presiding Statutory Probate Judge. We are honored to have him speak!
- Laura Rhea Palmquist is the Managing Attorney for Adult Protective Services. Laura Palmquist has worked as an attorney for the Department of Family Services since 2013. Prior to serving as Managing Attorney for APS, she worked as a Regional Attorney for APS in the Austin area, the Records Management Attorney for DFPS and as an Administrative Hearings Attorney. Laura is a graduate of South Texas College of Law and is a Texas A&M Aggie.
- Barbara Edenbaum Misle has been the Assistant County Attorney for the Mental Health Division for the past 27 years. She is in charge of all involuntary mental health commitments for Travis and surrounding counties. She represents APS in emergency removal situations regarding the elderly or disabled. She represents the State in Guardianship applications referred by APS. Ms. Misle is and has been an advocate for the elderly who fights for their protection and rights so that they may live independently.
- FBI Supervisory Special Agent Holly Easter Kelley. SSA Kelley is a member of the Corporate Fraud Response Team which assists other offices on large complex financial investigations. In 2014, SSA Kelley was promoted to the Financial Institution Fraud Unit at FBIHQ in Washington D.C. where she managed the FBI’s Identity Theft program and the South Central Region for financial institution related matters. Since 2016, SSA Kelley has been the Supervisor for the White Collar Squad in Austin and the San Antonio Program Coordinator for all financial crimes.
- Community Engagement Specialist, Samuel Cortina, with the State of Texas, Adult Protective Service, Austin-El Paso District. He was formerly the Exploitation & Evidence Driven Investigation Specialist for the 30 county area surrounding Travis. Prior to working for APS, Samuel was a Special Investigator for Child Protective Services. Samuel is a retired Senior District Attorney Investigator with the County of Fresno (California) where his last assignment was the Major Crimes Division, which included homicide and officer involved shooting investigations.

Parking and Directions to Conference Room: Parking is available in either the One Eleven Congress Parking Garage or the Convention Center Parking Garage, which are both located directly across the street from the building on the northeast corner of Brazos Street and E. Cesar Chavez Street. Please pull a ticket when you enter the garage. After you park, take the elevator in the parking garage down to level one, turn right and walk out the door to cross Brazos Street to enter the building, One Congress Plaza. When you get inside the upstairs lobby, continue walking straight to the first elevator bank on your right. Take the elevator down one level to the Plaza level and the conference room will be around the corner to your left. Or, once you get inside the upstairs lobby, take the stairs down the Plaza level and the conference room will be on your right.
