Flagger Training and Short Term Traffic Control Regulations are covered in a 4 to 6 hr class. This course requires hands on activities/ demonstration. All Students must demonstrate comprehension of Cal OSHA’s flagger regulations and techniques for flagging traffic safely.

Section 6E.01 Qualifications for Flaggers

Support: Whenever the acronym “TTC” is used in this Chapter, it refers to “temporary traffic control”.

STANDARD:

A flagger shall be a person who provides TTC

GUIDANCE:

Because flaggers are responsible for public safety and make the greatest number of contacts with the public of all highway workers, they should be trained in safe traffic control practices and public contact techniques. Flaggers should be able to satisfactorily demonstrate the following abilities:

A. Ability to receive and communicate specific instructions clearly, firmly, and courteously;
B. Ability to move and maneuver quickly in order to avoid danger from errant vehicles;
C. Ability to control signaling devices (such as paddles and flags) in order to provide clear and positive guidance to drivers approaching a TTC zone in frequently changing situations;
D. Ability to understand and apply safe traffic control practices, sometimes in stressful or emergency situations;
E. Ability to recognize dangerous traffic situations and warn workers in sufficient time to avoid injury.

STANDARD:

Flaggers shall be trained in the proper fundamentals of flagging moving traffic before being assigned as flaggers. Signaling directions used by flaggers shall conform to Figure 6E-1. The training and instructions shall be based on this Manual and work site conditions and also include the following:

(1) flagger equipment which must be used,
(2) layout of the work zone and flagging station,
(3) methods to signal traffic to stop, proceed or slow down,
(4) methods of one-way traffic control,
(5) trainee demonstration of proper flagging methodology and operations,
(6) emergency vehicles traveling through the work zone,
(7) handling emergency situations,
(8) methods of dealing with hostile drivers,
(9) flagging procedures when a single flagger is used (when applicable)

Documentation of the training shall be maintained as required by Injury Illness and Prevention Program of the General Industry Safety Order in the California Code of Regulations (Title 8, Division 1, Chapter 4, Subchapter 7, Section 3203). Flaggers shall be trained by persons with the qualifications and experience necessary to effectively instruct the employee in the proper fundamentals of flagging moving traffic.

* All Students must demonstrate comprehension of Cal OSHA’s flagger regulations and techniques for flagging traffic safely.

** Subject to minimum class size requirements. All classes must be paid in advance. Missed and/ or re-scheduled classes with less than 1 weeks notice are non-refundable. Students are placed in a future class. Classes with less than 10 students may be rescheduled. All safety classes are payable in advance. Cancellation fees will apply unless 1 week written cancellation notice is given. Cancellation with less than 1 week written notice is non-refundable. Students will be placed in a future class if they cancel or “no show” with less than 1 week notice. Minimum class size requirements are subject to change without notice.
