“The Emerging Civil Sector in China”

Our on-line presentation sets the stage for understanding philanthropy in China and explains the emerging cultural and legal framework there. Our presenters will explain the primary motivations for giving, the new proposed charity law, and the latest trends in business social responsibility. This knowledge will give you the confidence to move forward within this new environment of Chinese charity.

Subsequent sessions in our series will build upon the foundation you receive in our first presentation and show you how to apply this knowledge.


Full participation in "Asian Philanthropy: The Emerging Civil Sector in China" is applicable for 1.25 credits in Category 1.B-Education of the CFRE International application for initial certification and/or recertification.

Biographies of our presenters:

Blake Bromley LLB, President Benefic

Blake is globally recognized as an expert on the comparative law of charity and regularly advises charities and donors operating around the world on tax and legal issues relating to the international transfer and utilization of charitable funds as well as on matters of corporate control, strategy, and structure. He has advised governments in China, Russia, Vietnam, Australia, England, South Africa and Eastern Europe on drafting their laws governing rights and tax privileges of social organizations. Currently, Blake is the lead foreign consultant to the government of China in its effort to draft the country’s first law of charity.

Vivian Smith CFRE

Vivian was part of the Association of Fundraising Professionals (AFP) delegation to China.

A believer in giving back, Vivian lends her energy and expertise as a volunteer, trainer and mentor. She is past-president of the Association of Fundraising Professionals (AFP) Vancouver’s Board of Directors and of her local Rotary Club. She also volunteers for the Leadership Development Program, a Board development initiative of Vantage Point (formerly Volunteer Vancouver) that provides mentorship and training to senior staff and Board members of not-for-profit organisations throughout British Columbia. Vivian is also certified to instruct at AFP training and educational sessions and is a co-trainer for AFP International’s Faculty Training Academy.

Chad Bolick, Director, Partnership Development BSR

With years of international development experience, Chad drives BSR's project development and external relations with private foundations, the United States government, and other donor organizations. Chad consistently secures grant opportunities for BSR offices globally that promote and catalyze sustainable partnerships in emerging economies. Chad also provides strategic direction on CiYuan—BSR’s recently launched initiative that aims to enhance the value of social investment in China by working in partnership with Chinese foundations and NGOs, as well as BSR member companies.
