Have you ever wondered how the LA River Master Plan could help connect people, culture, water, open space, and wildlife across and along the iconic 51-mile Los Angeles River?

But wait, what’s involved in a Master Plan? Join us and two professional engineers from Los Angeles County Public Works to learn more about the LA River Master Plan, and its new 2020 update! Also, at the end of the presentation, attendees can have the chance to win one of four raffled Amazon gift cards!

Long ago, the Los Angeles River was a natural waterway that carried water from the mountains to the ocean. It often overflowed its banks, resulting in the creation of wetlands and habitats for plants and animals. As the City developed, the LA River was channelized during the late-19th through mid-20th centuries to protect lives and property from flooding, and continuing to serve flood-risk management purposes today. In 1996, LA County created the first Los Angeles River Master Plan, which formulated a multi-objective program for the river besides `its flood control channels.

The 2020 LA River Master Plan is an update of the LA County 1996 LA River Master Plan, incorporates new research and data along with stakeholder and community engagement to inform the plan from start to finish. The Master Plan considers the varying needs of communities along the river, and addresses the vulnerability, needs, and assets of each section. In this presentation, LA County Public Works will walk through the development process, the main goals and key elements of the Master Plan, and how to get involved to have your voice heard.

Speakers Information

Genevieve Osmeña is a Senior Civil Engineer for the Los Angeles County Public Works, Stormwater Planning Division. She has worked for the County of Los Angeles since 2000, and in her current role, she is the watershed manager for the Upper LA River Watershed area in which she oversees long term multi-benefit planning for the Los Angeles County Flood Control District.

Mark Beltran is an Associate Civil Engineer for the Los Angeles County Public Works, Stormwater Planning Division. He has been with the County of Los Angeles for over six years and is currently a project manager overseeing the development of the Los Angeles River Master Plan. He is also a past member of the ASCE UC Irvine Chapter, and he previously served as a board member of the ASCE Orange County YMF group.
