TCA will provide an in-depth look at their near-term, mid-term and long-term capital improvement program including projects such as the241/91 Express LaneConnector, All-Electronic Tolling Conversion and various interchange and widening projects on the toll roads. The latest developments on the 241 Tesoro Extension project (Oso ParkwaytoCow Camp Road) and the 241 Completion project (Cow Camp Roadto Interstate 5) will also be discussed. David Lowe is the Director of Design and Construction for the Transportation Corridor Agencies. Dave has been on staff with the TCA for twelve years and previously worked for the Construction Engineering Manager for the San Joaquin Hills Toll Road. Prior to working on the toll roads, he worked in developing infrastructure for planned communities including Mission Viejo and Aliso Viejo. He is a California registered Civil Engineer and a member of the American Society of Civil Engineers.
Kelsie Anderson is the Corridor Manager of Design for the Transportation Corridor Agencies. Kelsie has been on staff with the TCA since 2012 and previously worked in the private sector for Mark Thomas and Company and TRC. Prior to working on the toll roads, she specialized in the geometrics and stage construction for infrastructure projects with OCTA, SANBAG, Caltrans Districts 8, 10, and 12, including the 405/605 West County Connectors highway improvement project, the I-215 widening project in San Bernardino, and railroad grade separation projects on the BNSF and LOSSAN corridors. She is a California registered Civil Engineer and a member of the American Society of Civil Engineers.
