About this Event

Session Overview: As we look toward to 2021, we seek to find ways to move the agenda of change for inclusion and diversity forward. One effort of particular interest is Governor Newsom’s Diversity Initiative to have the state workforce better reflect the diversity of California. This effort is chaired by Joe Xavier, Director of the California Department of Rehabilitation. APSEA and ACSED are pleased to welcome Director Xavier as our speaker to discuss the work of this key Task Force.

Keynote Speaker: In 2014 Joe Xavier was appointed to serve as Director of the Department of Rehabilitation (DOR). Joe’s responsibilities include leading an executive team of 14, with nearly 2,000 staff in various locations statewide, overseeing a budget of $476 million, and serving 130,000 consumers through various programs. Prior to his appointment as Director, he served as Deputy Director of the Independent Living and Assistive Technology and Specialized Services Divisions. Before coming to DOR, Joe was the owner of a successful food service business and a participant in advocacy and community organizations. As an immigrant, a blind consumer, and a beneficiary of DOR’s services, Joe’s personal and professional experience make him an effective state leader and spokesperson about the need for diversity. In addition to his duties as DOR Director, in 2020 Joe was asked to Chair the Governor’s Diversity Task Force. Like most aspects of state government, the work of the Task Force was interrupted by the COVID-19 pandemic, but recently the Task Force has resumed its work.
