Jeffrey Devore

Jeffrey Devore practices immigration and nationality law with the Devore Law Group in West Palm Beach (Palm Beach Gardens), Florida. He received his Bachelor of Science degree in Computer Science from Bowling Green State University and his Juris Doctor degree from The Thomas M. Cooley Law School. He was admitted to The Florida Bar in May, 1990. Mr. Devore is Board Certified in Immigration and Nationality law by The Florida Bar and specializes in assisting foreign nationals who want to live and work in the United States and companies that wish to employ them. He is AV® Rated by Martindale-Hubbell, indicating very high to preeminent legal ability and very high ethical standards as established by confidential opinions from members of the Bar. He has been recognized as an expert in immigration law and frequently litigates against the United States Departments of State, Justice and Homeland Security in Federal Courts. He writes and lectures extensively on United States immigration and naturalization matters. He is admitted to practice before the United States Supreme Court, the United States Court of Appeals for the 9th and 11th Circuits, the U.S. District Courts for the Middle and Southern Districts of Florida, the Northern District of Texas, the Western District of Tennessee, and the District of Arizona.
Specialties: Recognized as one of the Best of the Bar, the Legal Elite, and a Florida Super Lawyer, Mr. Devore is a two time recipient of the Immigration Law Award presented by the Legal Aid Society of Palm Beach County in recognition of outstanding Pro Bono service. He is listed in Who’s Who Legal for his expertise in business immigration and is one of approximately 60 attorneys in the State of Florida certified as a specialist in Immigration and Nationality law by The Florida Bar.

Luciana Zamith Fischer

Luciana Zamith Fischer is a Partner in HTFL’s Miami, Florida office, where she manages the Firm’s Business Immigration practice group. Ms. Fischer's unique expertise with EB-5 Investments includes the creation and management of Regional Centers centered on specific job-creating projects. Among her achievements is the successful approval of BirchLEAF Miami 31, LLC, one of the first truly successful regional centers in South Florida, which financed $20 Million in the construction of the University of Miami Life Science and Technology Park through the EB-5 Program. Her complex expertise with EB-5 Investments also informs her successful representation of international investors seeking lawful permanent residence in the United States through the EB-5 Program.

In addition to her EB-5 practice, Ms. Fischer represents internationally recognized individuals, small companies and Fortune 100 companies in a variety of employment-based petitions. Ms. Fischer is a member of the Florida Bar and the American Immigration Lawyers Association. She graduated with honors from the University of Florida, where she received her Bachelor's Degree in Political Science and Economics. She is also a graduate of the University of Minnesota Law School, where she was an editor for the Minnesota Journal of International Law.

Reza Rahbaran

Reza Rahbaran is the managing attorney of Rahbaran Law Firm. He specializes in the EB-5 Visa Program as well as OFAC licensing matters. Reza studied Law in London and thereafter was admitted in 2002 to practice in New York State and later the District of Columbia. Having immigrated to the United States himself, Reza’s international background better positions him to help immigrants undergoing the immigration process. Reza regularly appears on television networks as an EB-5 attorney panelist and is committed to involving and educating the public about the opportunities offered by the EB-5 Immigrant Investor Program. He is also a faculty member of the District of Columbia bar association continuing legal education program where he speaks on EB-5 immigration matters.

Michael Harris

Michael A. Harris is a Board Certified Immigration Attorney, who received his Juris Doctor Degree from Nova Southeastern University School of Law, and spent two years at The George Washington University in Washington, D.C., before earning his Bachelor’s Degree in Political Science and English from the University of Florida. Mr. Harris is a specialist in Immigration Law and practices in all matters concerning immigration, with a focus on EB-5 Immigrant Investor Program cases for U.S. companies and investors. Mr. Harris has been the lead immigration attorney many regional center projects in a variety of industries and states around the country. The capital stacks of the proposed projects represented by Mr. Harris have been valued at over $1 billion.

Nadine Heitz

Nadine Heitz grew up in Toronto, where she was born to German immigrant parents who came to Canada for a better future. After a successful career as a marketing executive, Nadine brought her family to the U.S. on a TN visa to manage a high-volume immigration law practice. It was here that she embarked on a career in law and began her immigration journey towards U.S. citizenship. Nadine is a member of the California State Bar and launched her solo practice five years ago in Lake Worth Beach where she lives with her husband and three children. Her passion has always been technology so to share tips and learn from others, she started a Facebook group called Technology for Immigration Practitioners, a space where immigration lawyers can discuss how to leverage technology to improve their immigration practice.

Reservations and cancellations will be accepted until noon on the Monday prior to the luncheon. If you make a reservation and do not cancel by the deadline you will be charged for the luncheon even if you do not attend.
