Mapping the School-to-Prison Pipeline 101 – The Basics

The excessive use of exclusionary punishment in recent decades, as well as "zero-tolerance" school policies has triggered a cascade of system-driven consequences that channel young people into the prison system - what has come to be called the "School-to-Prison Pipeline." Tia will outline the evidence of these consequences, and show how the school-to-prison pipeline anchors an intergenerational cycle that disproportionately channels the sons of incarcerated men into the prison pipeline as well. She will conclude with identifying some potential points of intervention and new approaches to disrupt this negative cycle. Tia Martinez has over 25 years’ experience doing social change work in the United States. She has a BA in History from Harvard University, a Masters in Public Policy from the University of California, Berkeley, and a JD from Stanford Law School.

Lori Chiu

Managing Associate at Fagen Friedman &Fulfrost, LLP

“Legal Perspective of Cyberbullying, Sexting, and Use of Social Media”

Lori Chiu is the managing associate in the firm's San Diego area office. By utilizing a cross-disciplinary approach to her practice, Ms. Chiu provides general counsel and legal guidance to clients in a variety of areas, including data privacy, business, facilities, employment, charter schools, and litigation.

Ms. Chiu has significant experience in matters related to education technology and data privacy, including negotiation of technology contracts, federal and state data privacy compliance, and website accessibility compliance. She has presented at conferences hosted by the Association of California School Administrators (ACSA), California Education Technology Professionals Association (CETPA), and California Association of School Business Officials (CASBO). She is regularly called on to deliver workshops to school administrators and employees regarding data privacy and cyber citizenship.

Ms. Chiu also advises clients on all aspects of real estate transactions, including acquisition and disposal of real property, preparation of purchase and sale documents, due diligence review, and close of escrow. She also provides guidance on a range of charter issues, including charter petition review, renewal, and oversight.

Ms. Chiu serves as an adjunct professor at the University of San Diego School of Law, where she previously earned her Juris Doctor degree.

While in law school, Ms. Chiu clerked for the United States Attorney’s Office and the Office of the United States Trustee. She also chaired the USD Appellate Moot Court Board, competed in national moot court tournaments, and won second place in the Federal Bar Association Thurgood A. Marshall Memorial Moot Court Competition. She was awarded the Order of Barrister’s Statue of Justice, and is a Permanent Member of the San Diego International Law Journal. Her legal writing includes publication of Drawing the Line Between Competing Interests: Strengthening Online Data Privacy Protection in an Increasingly Networked World (14 San Diego Int’l L.J. 281 (2013)). Prior to law school, she received a Bachelor of Arts in Political Science, with honors, from the University of California, Irvine.
