Value Engineering: A Powerful Team Method to Plan Capital Projects

The goal of value engineering (also known as value analysis or value management) is to create a plan that maximizes value and minimizes the cost of a project selected for study. Too often value engineering studies/workshops are only performed on a reactionary basis after it is discovered that a project is running over budget. Proactive application of the value methodology during the early planning and feasibility study phase of a project provides the highest return on investment potential. When the value methodology is used before determining a plan and making resource utilization decisions, friendly and more productive relationships are built among project customers, users, and stakeholders. The value methodology is a powerful team approach to plan projects, avoid disputes, and wasteful spending. This presentation provides an overview of the purpose, principles, procedures, and benefits of applying the value engineering methodology to plan projects and control the expenditure of financial and other scarce resources to achieve a desired return on investment.
