273: Managing Floodplain Development Through the National
Flood Insurance Program (NFIP)
Sponsored by FEMA Region VIII, the Association of State Floodplain Managers (ASFPM), the Utah Floodplain &
Stormwater Management Association (UFSMA), and the Utah Division of Emergency Management


Description
This is the field deployed version of the FEMA Emergency Management Institute (EMI) MI E273 course. This course is designed to provide an organized training opportunity for local officials responsible for administering their local floodplain management ordinance. The course will focus on the NFIP and concepts of floodplain management, maps and studies, ordinance administration, and the relationship between floodplain management and flood insurance.


Selection Criteria: Local officials responsible for administering local floodplain management ordinances, including
but not limited to floodplain management administrators, building inspectors, code enforcement/zoning
officers, conservation agents and commissioners, planners, city/county managers, attorneys, engineers, and
public works officials. Federal/State/regional floodplain managers also are encouraged to attend. The course is
designed for those officials with less than 3 years of floodplain management experience.

Prerequisites:
Prior to the course, participants must complete the:
 FEMA Flood Insurance Rate Map (FIRM) tutorial (30 min).
 FEMA Flood Insurance Studies (FIS) tutorial (40 min).

Resources: Attendees may want to download and review FEMA Publication
480 “Floodplain Management Requirements: A Study Guide and Desk Reference
for Local Officials” prior to the course.

COURSE: Deadline to register is December 15, 2017. Utah Division of Emergency Management is handling registration, email registration form to Kathy Holder at
kcholder@utah.gov to register. Seating is limited to 35, register early! Utah local, tribal, and state government employees will get preference if there is more
interest than seats available.

CFM EXAM: Please complete the CFM Exam Application materials and submit with fee payable to the Association of State Floodplain Managers, c/o Anita Larson, at
ASFPM 575 D’Onofrio Dr. Ste. 200; Madison, WI 53719. Direct CFM Exam related questions to cfm@floods.org or call 608-828-3000. Exam application and fee must
be submitted to ASFPM by Wednesday, January 7, 2018 in order to sit for the CFM exam on February 16, 2018.

The Certified Floodplain Manager (CFM) Exam will be offered on Friday, February 16, 2018 from 9am-12pm. NOTE:
This course is for enhancement and/or refresher only and not intended to prepare attendees to pass the exam.
Exam takers should not expect to pass the CFM Exam without additional study. ASFPM recommends exam takers review the materials on the CFM Exam Preparation page prior to sitting for the exam. Separate registration required to sit for the CFM Exam (see below).
