The 2020 Ground Search and Rescue College will be held at Fort Pickett, VA on 20, 21, 22 March and 24, 25, 26 April 2020. GSAR College provides the required skills training for qualification in CAP search and rescue certifications, as well as additional course offerings. By offering ground team training in an intense two-weekend format, members can become qualified in a short period of time.


The college will offer Ground Team Member (GTM), and Ground Leader (GTL) for both weekends. Point of Distribution (POD) and Shelter Management will be offered the first weekend 20, 21, 22 March

  • GTM: Upon successful completion, CAP members will be qualified as Ground Team Member 1 (GTM1) if the member has passed CAP Test 117 (General Emergency Services), completed Introductory Communications User Training (ICUT), ICS 100, ICS 700, and has qualified in First Aid.

  • GTL: Upon successful completion, CAP members will be qualified as Ground Team Leaders (GTL) if the member has completed GTM training plus IS-200 and is 18 years or older.

  • Point of distribution, (POD) On successful completion students will be qualified to operate a POD.

  • Shelter Management, On Successful completion students will be qualified to operate a shelter.

  • ICS-100, ICS 700, and ICS 200 training is available through FEMA at the following web address: http://training.fema.gov/IS/courseOverview.aspx?code=IS-200.b.

    • Standard First Aid training is available on the FRIDAY that the school begins (20 Mar. You will need to arrive early. There is a separate cost for this course and a separate registration.


Curry / Level 1. Cadets must have completed the Curry Achievement and Senior Members must have completed Level 1. Both Cadet and Senior members must have completed GES qulification.

Age: 15 or older for GTM. Cadets younger than 15 must have a parental note indicating they are comfortable with their cadet’s ability to handle serious issues that may be encountered during SAR operations including discussions on death, serious injury, and violence. Priority will be given to cadets over 15.



Lodging will be provided in open-bay barracks, divided by gender and membership category (cadets/seniors). All participants must bring their own bedding (sheets/blankets or sleeping bag, pillow) and towels.

Food will be provided through the Virginia Wing dining services team. Please indicate any food preferences or allergies when you register. To accomplish everything required by the curriculum, we need to limit dining and food preparation time so unlike previous years, we are not providing time to cook your own food or eat off post. If you leave the post for a meal, you are solely responsible for making up any material you miss.

GTM andGTL class, $70. Plus $40.00 for food for both weekends.

POD/Shelter class, $25.00 plus $20.00 for food for one weekend.

Staff opportunities are limited but free. Staff members will be expected to work in the dining facility as well as assist with final barracks check in/out.


GTL students must bring GTM equipment at a minimum. GTM students should not buy any new equipment until after the first weekend (we offer an equipment brief). If you have a compass, bring it (borrowed compasses are helpful as well). Uniform is BDU/ABU with appropriate outer wear in accordance with CAPM 39-1. Be prepared for Virginia weather.


Cadets require a CAPF 60-81 signed in ink by a parent and forwarded through the squadron commander or properly designated officer. Digital forms are accepted provided they are signed in ink by a parent. The form needs to be submitted to Col David Carter at dcarter001@msn.com. This must be done by March 16 2020.

Senior members do not need to submit a CAPF 17, however, are expected to inform their squadron commander that they intend to participate. If you plan to bring the required forms on Friday night for whatever reason, you MUST inform Col Carter by EMAIL or regular mail that you are attending. We MUST to have a good head count by March 16.

All personnel must bring CAPF 160 and CAPF 161.We will collect for use both weekends. The Fort Pickett Fire Depart is very familiar with these forms. These forms will help us avoid any unnecessary delays in getting you medical help should you need it. Cadets also require a CAPF 163.


All applicants that are accepted will receive further information a week or two before classes begin about what to bring, facilities, directions, and instructions.
