2020 Census Media Vendor Day is a presentation of the RFP process for the 2020 Census Paid Media Campaign hosted and managed by Team Y&R.

The 2020 Census is the largest collection of statistical information on everyone who lives in the United States and is required by the U.S. Constitution. Responses to the 2020 Census will shape how more than $675 billion in federal funding is distributed to local communities.

The Census Bureau goes to extraordinary lengths to make sure everyone is counted once, only once, and in the right place. Partners – nonprofit and for profit – play a critical role in the public education and outreach effort. Using paid media will be a key component of the campaign.

For the first time, people who live in the United States will be able to respond to the 2020 Census online. A highly targeted digital advertising campaign will present the opportunity to drive direct response, moving audiences from advertisements straight to the census questionnaire – in addition to traditional paid media channels.


Young & Rubicam (Y&R) — the Census Bureau’s prime contractor for the 2020 Census Integrated Communications Contract (ICC) — and a team of partner agencies which includes Wavemaker, Reingold, Carol H. Williams Advertising, Culture ONE World, TDW+Co, G&G Advertising, The Kalaimoku Group, and Wavemaker Puerto Rico will be solely responsible for all media planning and buying for the 2020 Census Paid Media Campaign. The campaign will target audiences in English and 12 non-English languages (Spanish, Chinese (Mandarin and Cantonese), Vietnamese, Korean, Russian, Arabic, Tagalog, Polish, French, Haitian Creole, Portuguese, and Japanese).


A core component of the 2020 Census ICC is a robust paid media and advertising campaign. As part of this effort, media vendors will have the opportunity to submit proposals to Team Y&R for consideration in the 2020 Census Paid Media Campaign. Team Y&R and its partner agencies will provide six Request for Proposals (RFPs) that include television, radio, out of home, print magazine, print newspaper, and digital direct/content for 2020 Census Media Vendor Day.

The paid media campaign will encompass various media across traditional and digital media channels. The types of paid media that could be purchased for the paid media campaign may include but are not limited to:

Print Magazine

Print Newspaper

Out of Home (transit, billboards, grocery stores)


2020 Census Media Vendor Day will be held in-person on April 3, 2019 in the Lincoln Center/Columbus Circle area of New York, N.Y. and broadcast via livestream by Team Y&R, to educate potential vendors about the 2020 Census Paid Media Campaign and answer questions about communications objectives and needs. The event will also be recorded and accessible for interested vendors to view following the event. Vendors can submit all questions regarding the RFP process by April 12, 2019. Questions will be posted and available on April 19, 2019 at 2020.wmglobal.com. Final submissions are due May 17, 2019. No late submissions will be accepted.
