Dan Allen, Founder, Alakai Solutions

Mr. Allen began his career in government contracting with CACI over 30 years ago. During his 14-year tenure with CACI, Mr. Allen learned the fine art writing competitive and compliant technical proposals while also leading design, development, and delivery of multimillion-dollar contracts for large-scale technology solutions for DoD clients. In 1998, Mr. Allen entered the “.com” bubble as a technology leader for multiple successful venture capital startups. Mr. Allen applied his technical, leadership, and business development skills from CACI to build and transform these organizations from chaotic, ad hoc operations into scalable, world-class, and acquisition-ready enterprises. Most notable of his successes was building the first ecommerce platform for Polo, Timberland, Maiden Form, Joe Boxer, Liz Lang, among others. Following his “.com” adventures, Mr. Allen worked as CTO and Vice President of Technology Services for InterImage Inc., a small 8a Woman Owned business. At InterImage, Mr. Allen led the transformation of the organization from a 32 person staff augmentation firm with $8M in revenue to an enterprise-class systems integrator with 150 employees and over $75M in contract backlog with Army, Navy, and DOJ clients. Ever the adrenaline junky, Mr. Allen joined Fannie Mae in 2010 as Vice President of Enterprise Architecture where he established and led an organization of 145 people to drive target state architectures, technology standards, application rationalization and IT roadmaps. The result of his work was resolution of significant regulatory findings following the 2008 “meltdown” as well as the standardization and stabilization of IT solutions enterprise-wide. Mr. Allen has been an Executive Consultant since 2013 and founded Alakai Solutions in 2016. The name “Alakai” is Hawaiian for leadership and reflects his business model of providing “Technology Leadership on Demand.” Mr. Allen helps organizations of all sizes, across industries, address their technology leadership challenges. Most relevant to today’s discussion is Mr. Allen’s expertise in supporting small and mid-size government contracting firms in business capture and solution delivery.

Phil K.Chung, Attorney at Law, Chung & Press, P.C.

Mr. Chung has been a partner with Chung & Press, P.C. since its formation in 1993. Mr. Chung’s law practice focuses on legal issues involving real estate, construction, business and bankruptcy law, which includes counseling clients in business and contractual matters, commercial real estate and leasing transactions, and the formation of new business entities. Mr. Chung has handled numerous transactions involving the sale or acquisition of businesses, and commercial real estate. Mr. Chung received his undergraduate degree from the University of Virginia, and his law degree from The George Washington University National Law Center. Mr. Chung is admitted to practice in the Commonwealth of Virginia as well as various federal courts.

Sam Hwang, Founder & President, Autumn Contracting Inc.

Sam is the Founder and President of Autumn Contracting, Inc. (ACI). Founded in 2002, with his leadership, industry expertise, and commitment to quality of service, ACI has emerged as one of the most innovative general contracting and commercial roofing companies in Washington Metropolitan Areas. ACI has a proven history of serving federal, state, and local governments including U.S. Department of Commerce, National Institute of Standards and Technology (NIST); U.S. Department of the Interior, National Park Services; U.S. Department of Defense; Maryland State Highway Administration, Maryland Transportation Authority; Virginia Department of Transportation; Washington D.C; Prince George’s County and Baltimore City in Maryland, and several others. Prior to founding ACI, in 1985 Sam started in L.A. CA as a Site Manager, served as a Senior Engineering Inspector for the Fairfax County Government in Virginia and as well as a General Manager for other successful construction companies. Sam graduated from Virginia Tech with a B.S. in Engineering. He resides in Fairfax, Virginia and enjoys traveling in his spare time. Sam is also actively involved in various community service organizations.

Matthew Lee, President of KoBE & Chair of USIDC

After graduating from Virginia Tech Mr. Lee began his career at an Army Research Laboratory in Maryland. As an Electronics Engineer, he managed custom hybrid products in the Patriot Missile System used during Operation Desert Storm. Intent on utilizing his federal experience, Mr. Lee founded FASTech Inc. in 1990 and is acting President and Chief Executive Officer. FASTech, based in Rockville, MD, offers a wide range of services including: custom application and database design, network engineering and desktop support, web technologies, digital audiovisual technologies, project management, facilities management, and cybersecurity. As a proven community and business leader, while he is serving as the President of KoBE Government Contracting Alliance (KoBE) and Chair of U.S. International Development Center (USIDC), he is actively involved in many Advisory Councils for state and local governments. Mr. Lee has been appointed to the TEDCO Board of Directors and continues to advance local cybersecurity infrastructure and community ties to the National Institute of Standards and Technology (NIST) by serving on the Maryland Cybersecurity Council.
