Join LYPA for a catered dinner and recognition celebration as we honor our 2018 Rising Stars! The Rising Stars program honors young professionals who have performed exemplary service at their place of employment as well as in their community.

Keynote: Agriculture Commissioner Ryan Quarles. Commissioner Quarles is a young professional himself. We are honored to have Commissioner Quarles address us.

Ryan completed three undergraduate majors and two graduate degrees in just four years at the University of Kentucky. He graduated in 2006 with majors in Political Science, Agricultural Economics and Public Service and Leadership, a Masters Degree in Agricultural Economics and a Masters Degree in Diplomacy& International Commerce. Before starting law school at the University of Kentucky in 2006, Ryan was recognized for his public service endeavors by being named the only Kentuckian awarded the Truman Fellowship in 2005, Congress’ most prestigious public service scholarship. In 2008, Harvard University awarded Ryan a full scholarship on the Zuckerman Fellowship. This scholarship enabled Ryan to continue his studies at the Harvard Graduate School of Education, the Kennedy School of Government and Harvard Law School. In 2009 he graduated from Harvard with a Masters Degree in Higher Education before moving back to Kentucky to finish his last year of law school.

Under his leadership, the Kentucky Department of Agriculture (KDA) started several new programs, including initiatives to combat hunger and connect Kentucky farmers to new markets.

As a result of his Kentucky Hunger Initiative, Kentucky now has the strongest food donation immunity law in the country, and more Kentuckians are talking about the chronic problem of food insecurity than ever before. His leadership on international trade issues saw the resumption of live equine exports to China, a decision that benefits all sectors of Kentucky’s agricultural economy from horse breeders to feed producers. Under his direction, the KDA continues to look for more opportunities for Kentucky farmers to grow domestic and international markets.

While Commissioner, he has also supported the expansion of Kentucky’s diverse agricultural portfolio to include industrial hemp, kenaf, and hops. On the national level, Commissioner Quarles serves as Secretary-Treasurer of the National Association of State Departments of Agriculture (NASDA) and as Chairman of the Republican Agriculture Commissioners Committee (RACC).

Master of Ceremony: Sylvia Lovely, Restaurant owner, lawyer, public speaker, tv/radio personality, author.

Her passion lies in guiding others in leadership development, particularly assisting all levels of employees in finding fulfillment and enjoyment in their work. She lives in Lexington with Bernie and Phoenix, her 100 lb. German Shepard, who she calls the chief of staff of her home office. She has two sons, Ross and David, both lawyers and authors, two wonderful daughters in law, Jennifer (Ross) and Lauren (David) and grandchildren, Jack (David and Lauren), Simon, Ross and Levi (Ross and Jen) and Ross and Jen’s baby girl born in 2016.
