Summary

The Chicago Department of Public Health (CDPH) and the Illinois Department of Public Health (IDPH) will be hosting a tabletop exercise of the IDPH Emergency Support Function-8 (ESF-8) Plan: Catastrophic Incident Response (CIR) Annex concepts to a catastrophic incident, known as Crisis Standards of Care. (CSC) The exercise will be compliant with the Homeland Security Exercise and Evaluation Program (HSEEP).

Since July 2013, the Illinois Department of Public Health (IDPH) and Chicago Department of Public Health (CDPH) have jointly developed Crisis Standards of Care (CSC) for our state. The Critical Incident Response (CIR) Annex supports the IDPH ESF #8 Plan by providing guidance to Illinois emergency response stakeholders on crisis care and resource allocation for patients during a catastrophic incident. It also outlines the state level response when local, regional or state healthcare systems are incapacitated.

The purpose of the CSC tabletop exercise is to provide an opportunity for hospitals, public health, emergency medical services professionals, and other healthcare partners across Illinois to discuss pandemic influenza triggers, transition to crisis care standards of patients, development of crisis care and resource allocation tactics, and discuss the distinctions between contingency patient care and crisis care standards of patients.

1. What are the objectives of the exercise?

Three objectives have been developed for this exercise:

Objective 1. Information Sharing: To identify the pandemic influenza triggers for regions, hospitals, EMS, and local health depts along with the key elements associated with hospital and EMS transition to contingency care.

Objective 2. Operational Coordination: To develop crisis care and resource allocation tactics for regions, hospitals, EMS, and local public health departments.

Objective 3. Medical Surge: To describe the differences between contingency care and crisis care for regions, hospitals, EMS, and local public health departments.


2. Will a Situation Manual be provided?

Yes, a Situation Manual (SitMan) will be sent to the email address you used to register for this exercise. The SitMan and the CSC Tabletop Exercise slides will be sent to you the week prior to the exercise.


3. What should I do in advance of the Exercise?

Prior to the exercise you should:

- Review the IDPH ESF-8 Plan: Catastrophic Incident Response Annex

- Print and review the Crisis Standards of Care Tabletop Exercise Slides

- Print and review the 2018 Crisis Standard of Care Tabletop Exercise Situation Manual

- Bring the printed materials with you to the Exercise


4. Do I need to register separately for the Crisis Standards of Care Training that will occur in the morning of June 11th at the same location?

YES !!! The CSC training and the CSC Tabletop Exercise are being treated as two separate events for purposes of registration. Many people participating in the exercise during the afternoon will have already attended training sessions in other locations.
