2016 MISSA Cressy Qualifier

Hosted by Grand Rapids Interscholastic Sailing,

and East Grand Rapids High School, at

Grand Rapids Yacht Club

September 24th – 25th, 2016

Note: Cancellations will not be refunded after the registration deadline has passed.


  1. RULES:

1.1. The regatta will be governed by the Racing Rules of Sailing 2013-2016, the prescriptions of US SAILING, the ISSA Procedural Rules, MISSA Procedural Rules, this Notice of Race, and the Sailing Instructions. In the event of a conflict between the governing documents and the Sailing Instructions the latter shall take precedence.

1.2. The Organizing Authority (OA) is the Midwest Interscholastic Sailing Association(MISSA) in conjunction with host Grand Rapids Interscholastic Sailing, East Grand Rapids & Grand Rapids Christian High Schools.

1.3. RRS Appendix P is in effect modified per ISSA Procedural Rule 14(c).


2.1. Competing schools must be full members of ISSA/MISSA and meet ISSA eligibility rules as prescribed in the Procedural Rules. Students in Grades 9-12 are eligible to compete.

2.2. Teams must be accompanied by a designated adult team leader, who may be an advisor, coach or parent recognized by the school.

5.1. Eligible schools and sailors must enter by submitting and official entry form and payment, with the regatta chairperson by September 17th at 5:00 PM EDT. If a Coach is attending with the team, they are requested to fill out the form on page 3 and email this to the event chairperson.

5.2. Individuals unable to compete must notify the regatta chairperson as soon as possible.


6.1. The entry is ($55.00) per competitor. This includes breakfast and lunch on Saturday and Sunday as well as a T-Shirt. Additional coaches, Team leaders and parents can buy additional meal packages for $35.00 per person and we request that these be purchased in advance on eventbrite.


7.1. Entries and payment must be received by Saturday, September 17th 5:00 p.m EDT. Each sailor must register online at: Update 9/18: Registration is now closed. Refunds will not be issued after Sunday, 9/18/2016.

8.1. Laser (Full and Radial)– Each Competitor will provide their own boats/equipment and ensure they meet class rules

8:45 - 9:00am Mandatory Coaches Meeting

9:00 - 9:15am Mandatory Competitors Meeting
9:45am - Starting time for first race (changes to the first start time may be announced at Competitors Meeting). Sailing will continue throughout the day with a lunch break to be determined by the PRO and race organizers. No races will be started after 5:00pm

Sunday, September 25th
8:30 - 9:00am Boat Set-up
9:00 - 9:15am Mandatory Competitors Meeting
9:45am Starting time for first race (changes to the first start of the day may be announced the night before or at the Competitors Meeting)
1:30pm NO RACE will be started after this time. The awards presentation will start as close to 30 minutes after the last race committee boat docks at the yacht club as practical allowing for scoring inquiries and protests.

9.1. Meals: Entry fee includes light breakfast in the morning as well as lunch for both Saturday and Sunday for all sailors and one coach per team. Those with special dietary needs may want to bring their own food. Extra lunches will be available for additional coaches and spectators for a $35.00 per person fee. Additional meals must be purchased in advance at the eventbrite link above. Sailors must have a refillable water bottle.

  1. Changes to the schedule: will be posted on the official notice board located at Grand Rapids Yacht Club.


11.1. Based on conditions, the Race Committee will determine the courses as prescribed in ISSA PR 7.7.


12.1. The regatta will be scored in accordance with ISSA Procedural Rules.

  1. PRIZES:

13.1. Prizes will be awarded to the top 3 individuals for full and radial.

13.2. This regatta is a qualifier for the Cressy Championship hosted by the Sea Scout Base in Galveston, TX October 28-30, 2016. The top 3 Laser full and radial will get a berth to the Cressy Championship. Berth’s must be accepted in accordance with MISSA Procedural Rule 9.2.


14.1. Limited housing available with families in the East Grand Rapids area. Please have one representative per school email Holly Goulet at with your housing requests. Update: As of 9/13 we are out of housing options in homes with families in East Grand Rapids.

14.2. Discounted Hotel: It is recommended to book hotels early even if you have to cancel. There is a large festival (Art Prize) going on in Grand Rapids that attracts many visitors. A limited amount of discounted rooms have been reserved at the Ramada Inn at a rate of $109.00 per night under room code gryccressy. Address: 3333 28th Street Grand Rapids, MI 49512, Phone Number: 616-929-9222. Rooms are available first come first serve. For the discount, reservations must be made by September 1, 2016.

14.3. Other Hotels. There are several other options with-in 4 miles of the YC including the 2 listed below.

15.1.Additional parking for Power Boat Trailers and larger trailers will be off site at a designated lot


16.1. On the water coaching will be allowed at this event. All coaches must be aware of ISSA Procedural rules for coaching.

16.2. Other than coaches complying with 16.1, Team leaders, chaperones, parents, advisors and other support personnel shall not go afloat in the sailing area from Saturday through Sunday unless explicitly permitted by the regatta chairperson. The penalty for failing to comply with this requirement may be the disqualification of all boats, competitors and teams associated with the infringing support personnel.

16.3. Coach Boat: Coaches are encouraged to bring their own boats especially for coaches in close proximity (Michigan, Ohio, Indiana and Illinois). If a coach boat is needed, please contact Jason Lovell and we will do our best to provide you with a coach boat or get you a ride on another boat


17.1. No contestant shall use, either on or off the water, marijuana or any other controlled substance, as defined in 21 U.S. Code 802, the possession of which is unlawful under U.S. Code 841, or alcoholic beverages (distilled spirits, wine, and beer, each as defined in Chapter 51of the U.S. Internal Revenue Code and intended for beverage use). An alleged breach of this procedural rule shall not be grounds for a protest. However, when a report is received from any source, alleging such a breach a protest committee consisting of the regatta chairperson, a member of the ISSA Board of Directors, and the chairperson of the protest committee, shall follow the process described in RRS 69.1(b). If a hearing under RRS 69 is held, a competitor found to have breached this procedural rule shall be excluded from the remaining races of the series and , where practical, be removed from the regatta venues and sent home. Additional penalties consistent with RRS 69.2 may be imposed on the competitor or the competitor’s team. This regulation is in effect during the entire event from the date and time of arrival through the date and time of departure from the regatta site.


18.1. Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race.

18.2. Grand Rapids Junior Sailing Association Waiver: I am familiar with the fact that there are hazards involved in activities involving water and water craft, including such things as weather, wind, and equipment. I agree to release and hold the Grand Rapids Yacht Club, Grand Rapids Junior Sailing Association, Grand Rapids Interscholastic Sailing, their officers, directors, employees, agents and associates harmless from any or all damages, losses, claims, suits, actions, expenses, or liability for any incident or injury to myself, my crew, my boat, or any personal property which may directly or indirectly arise from my participation in any class, activity, race or event sponsored by or associated with these entities. I acknowledge the dangers and risks involved in the sport of sailing (both competitively and for pleasure), and I agree to assume all risks and dangers associated therewith. I mutually agree with the other students and contestants to abide by all the rules and regulations governing all activities, classes, races or events and certify that I am in compliance with the safety requirements of the Michigan Department of Natural Resources. If I am using my own boat or equipment (including buoyancy devices), I certify that I have caused my boat and equipment to be properly registered(if necessary), displaying the requisite license decals(Laser sailboats owned by individuals do not need Michigan registration and decals), that I carry all the required equipment (including buoyancy devices) and that my boat and equipment have been properly maintained and are safe to sail. I also give permission to the Grand Rapids Junior Sailing Association and or parties designated by Grand Rapids Junior Sailing Association to photo-graph the registrant and use such photographs in all forms of media, for any and all promotional purposes including advertising, publicity, display, audio-visual, exhibition, commercial or editorial use. I understand that the term “photograph” as used herein encompasses still photographs, audio recording and motion picture footage. I further consent to the reproduction and/or authorization by Grand Rapids Junior Sailing Association to reproduce and use such photographs for use in all markets.
