2017 marks the 1st Annual Samuel Kwarteng Memorial Scholarship Basketball Tournament brought to you by N-OVATE Incorporated, AKT Incorporated and sponsored by Samuel Kwarteng's alma mater, Mount Vernon High School and Mount Vernon High School's Boosters Association. Despite Sam’s young age, it is undeniable that Sam has had a lasting effect on many. The founders and committee members of both N-OVATE and AKT have taken a vow to create a platform that is dedicated to the continual cultivation of Samuel Kwarteng’s legacy.

The tournament was designed for several reasons:

1. To continue to cultivate and enhance the legacy of Samuel Kwarteng

2. To capture the many aspects of life that Sam cherished: God, Family, Academics, Community, and Athletics

3. To encourage and promote the academic achievement of current and aspiring college students

4. To provide a positive and unifying outlet for our community and surrounding areas

The tournament and subsequent scholarships are being introduced to provide a platform that helps support, promote, and inspire current and rising college student. Our goal is to help students continue to achieve and remain resilient despite their hardships, just as Samuel would have done. The proceeds that come from donations and profits will be used to fund scholarships that are to be sponsored by N-OVATE Inc. and AKT Inc. These scholarships will be provided to high school seniors as well as current enrolled college students who have exceled in the classroom, positively impacted their communities, and distinguished themselves as leaders and pioneers amongst their peer group.

Rules

Players & Substitutes


  1. Games are played between teams of 5 players
  2. Each team must have 5 players to begin a game
  3. During the game, a team may play with fewer than 5 if the game remains competitive.




2. The Game

b. A game begins with a jump ball and the alternate-possession procedure is used the rest of the game.

c. A game consists of two 20-minute halves and a 5-minute half-time.

i. The clock stops on whistles in the last 30 seconds (1st half) and 2 minutes (2nd half).

d. Teams are allowed one 30-second time-out per half; timeout do not carry over to the next period.

e. During the regular season, games may end with a tied score.

i. During playoffs only, overtime will be played if the game is tied at the end of regulation.

g. Games are played in the Mount Vernon High School Basketball Gym

3. Fouls

a. Common and personal fouls shall be counted against a team’s total. On and after the 7th team foul,

a bonus free throw is awarded for the remainder of the half (there is no double bonus). b. Prior to the 7th team foul:

i. Team control or common foul – results in loss of possession for the offending team.

ii. Player control foul – results in loss of possession and any made basket is not counted.

iii. Shooting foul with a converted basket – results in one free throw and the basket is counted. iv. Shooting foul with no converted basket – results in either 2 or 3 free throws being awarded.

c. On and after the 7th team foul:

i. Common foul – results in a bonus free throw.

v. Player control foul – results in loss of possession and any made basket is not counted.

ii. Team control foul – results in a loss of possession.

iii. Shooting foul with a missed basket – results in either 2 or 3 free throws being awarded.

iv. Shooting foul with a converted basket – results in one free throw and the basket is counted.

4. Free throws

a. Free throws must be attempted within 10 seconds of when ball is at the disposal of the shooter.

b. Free throw restrictions apply for those in lane spaces until the ball is released by the shooter.

c. Free throw restrictions apply for the shooter/players behind the 3-point line until the ball hits the rim.

d. Lane line restrictions

i. Only two offensive players may line up along the lane line for a free throw.

ii. Defensive players must occupy the spot above the block. The offensive team then has priority to occupy the next two spots above those defensive players on either side of the lane. The remaining spots may be occupied by any team but with priority given to the defensive team.

iii. The spots below the block on either side must remain unoccupied.

iv. A maximum of 2 offensive and 4 defensive players are allowed in the marked lane spaces.

5. Intentional/Flagrant/Technical Fouls

a. Intentional Fouls – result in 2 points and possession of the ball at the spot of the foul.

b. Flagrant Fouls – result in 2 points and possession of the ball at the spot of the foul. Additionally, the offending player is ejected.

c. Technical Fouls – result in 2 points and possession of the ball at midcourt, opposite the scorer’s table.

i. Technical fouls may be administered for Deliberately delaying the game ii. Unsportsmanlike behavior (including fans in the bench area).

iii. Technical fouls count as personal fouls.

iv. Any player receiving 2 technical fouls in one game is ejected from the game.

d. Any player who makes intentional contact with an official will be ejected from that game and immediately suspended from intramural sports.

e. A supervisor reserves the right to impose disciplinary action on players, teams, or fans if warranted.

4. Overtime Procedure (Playoffs only)

a. If a game is tied at the end of regulation a 3-minute overtime period will be played.

b. The clock will stop in the last minute of overtime.

c. There are no time-outs in overtime.

d. Possession is determined by a jump ball.

5. Mercy Rule

a. If a team is 19+ (25+ in CoRec) points ahead with two minutes to play, the game is over.

b. If a team scores during the last 2 minutes of the game and that score creates a 19+ (25+ in CoRec)

point differential, the game is over.
