    Dr. Tim Duy received his B.A. in Economics in 1991 from the University of Puget Sound, and his M.S. and Ph.D. in Economics in 1998 from the University of Oregon.

    Following graduate school, Tim worked in Washington, D.C. for the United States Department of Treasury as an economist in the International Affairs division and later with the G7 Group, a political and economic consultancy for clients in the financial industry. In the latter position, he was responsible for monitoring the activities of the Federal Reserve and currency markets.

    Tim returned to the University of Oregon in 2002. He is the Senior Director of the Oregon Economic Forum and the author of the University of Oregon Statewide Economic Indicators, Regional Economic Indicators, and the Central Oregon Business Index.

    Tim has published in the Journal of Economics and Business and is currently a member of the Oregon Governor's Council of Economic Advisors and the State Debt Policy Advisory Commission.


    Janet LaBar is President and CEO of Greater Portland Inc. (GPI), the regional public-private partnership that markets the Greater Portland metropolitan and helps companies expand and relocate to the region. Since joining GPI in June 2014, LaBar has augmented the organization’s capabilities to provide its clients, investors and communities with more turnkey, highly sophisticated and professional economic development services. Since 2015, GPI has assisted 31 company expansions or relocations, which will generate more than 2,800 jobs and nearly $153 million in income. From 2015-2018, every dollar of GPI’s operating budget yielded $26 of income into the region.

    In addition to its core competencies in marketing and business development, GPI’s services include research and analysis, regional competitiveness, and regional connectivity.

    LaBar led the planning process for Greater Portland 2020—the region’s five-year comprehensive economic
    development strategy. Focused on three core pillars of People, Business and Place, the plan is rooted in
    guiding principles of equity and advancement, and has a goal of shared economic prosperity for all across
    the region.

    LaBar started her economic development career in 2002 at the Center for Workforce Development at the
    Maricopa Community Colleges in Tempe, Arizona, where she managed research and communications for
    the district-wide Center. From there, LaBar spent a decade at the Greater Phoenix Economic Council
    (GPEC), serving in key positions including Senior Vice President of Strategic Integration, Senior Vice
    President of Marketing and Communications, and Director of Product Improvement. Her rise at GPEC
    topped as Chief Performance Officer, a role in which she oversaw day-to-day operations, organizational
    performance, strategic initiatives and action plans.

    LaBar serves on Oregon Governor Brown’s Regional Solutions Advisory Committee, and Portland Mayor
    Wheeler’s Council of Economic Advisors. She is on the boards of United Way of the Columbia Willamette,
    OMSI, Portland Innovation Quadrant and Portland Business Alliance, and is a member of the Philippine
    American Chamber of Commerce of Oregon. LaBar earned a bachelor’s degree in communication arts from
    the University of West Florida and an MBA in marketing from the University of Phoenix.
    She and her husband are proud parents to an older daughter and younger daughter/son twins.
