Punctuated 'Garbage Can' Theory: An Analysis of Public Health Renewal in Ontario

This presentation will attempt to demonstrate the utility of theory as an interpretive tool for understanding policy change in Ontario. Public health renewal in Ontario will be used to discuss a melded framework combining John Kingdon's Streams approach (ie. "Garbage Can model") and the Punctuated Equilibrium Theory.  More specifically, this presentation will describe two seemingly distinct public health communities in Ontario, the role of policy entrepreneurs, and the influence of public health events, the public and the media on non-incremental, punctuated policy change.

Speaker: Alex Price
Alex Price is a first year PhD student in the Health and Behavioural Sciences stream at the Dalla Lana School of Public Health.  Alex has a background in sociology and anthropology.  He also has a Master's degree in Population and Public Health from the Faculty of Health Sciences at Simon Fraser University in British Columbia.

Alex has gained valuable experience from working in the Population and Public Health department at the Provincial Health Services Authority in BC as well as the Research Development Unit at the BC Centre for Disease Control.

His interests include  policy implementation, evidence-informed decision making, public health renewal processes, and chronic disease prevention.  Currently, Alex is collaborating with the Ontario Agency for Health Protection and Promotion to investigate the implementation of the Ontario Public Health Standards
