Leveraging Government Opportunities and the Impact of the Stimulus Package

The American Recovery and Reinvestment Act of 2009 established amongst other things a lucrative pipeline for DC metro technology firms. Research suggests there is about $60 billion in federal stimulus funds addressable by technology contractors.

On Tuesday December 8th, the Capital Area Technology Management Hub will feature INPUT President and CEO Timothy Dowd. INPUT is a public sector market intelligence firm and an authority on government business. Mr. Dowd joined INPUT in May 2008 after serving as President of US Investigations Services Commercial Services Division.
INPUT and the Public Technology Institute conducted a national survey of local government chief information officers (CIO) and information technology (IT) directors. The survey examined organizational issues that IT agencies are facing today and priorities for tomorrow. It also considered the role of the CIO as an executive in city and county government, the relationship between IT departments and vendors, and the impact of federal stimulus spending on local IT. Dowd will also share the results of INPUT’s 100 Day Report Card of the American Recovery and Reinvestment Act which examined stimulus goals in several major categories including job creation, transparency and reporting, and contracting effectiveness.

Timothy Dowd
President and CEO
Mr. Dowd comes to INPUT with over 20 years of successful growth leadership and general management. He most recently served as President of US Investigations Services, Inc. (USIS), Commercial Services Division (CSD), providing commercial and government clients with comprehensive employment screening and drug testing solutions. At USIS, Mr. Dowd led a 650 person organization, achieving double digit revenue and earnings growth over a two year period.
Prior to USIS, Mr. Dowd spent 3 years with ChoicePoint, an information services firm specializing in fraud prevention and risk assessment, as Vice President of the Workplace Solutions Division. In this role, he had general management responsibilities for several acquired companies and led marketing and business development activities for the commercial screening division.
Mr. Dowd began his career at General Electric and gained early career leadership skills through the GE Information Service Management Program (ISMP). This two-year program provided career enhancing assignment rotations in various functional management areas. Over the course of his 16-year career at GE, he moved through progressively more responsible roles in marketing for GE Information Services and Vice President level leadership roles in marketing and general management for GE Capital.
Mr. Dowd holds a Masters degree in Business Administration from Emory University, a BS, in Industrial Engineering from Worcester Polytechnic Institute, a BA in Economics from Assumption College and is Six Sigma certified.
