The World Conference on International Telecommunications (WCIT) – the ITU treaty conference to be held in Dubai, UAE, December 3-14, 2012 – is slated to adopt the first revision of the ITU telecom regulations since 1988.  Proposals are expected on the oversight (and potential regulation) of Internet traffic and freedom of speech.  Delegations will shortly submit their final WCIT proposals to the ITU.
 
The SAIS Forum will examine differing perspectives on the WCIT held by the United States, the European Commission, CEPT, ETNO, and corporate and civil society organizations, and will explore how the United States and our European colleagues can work together to further our common values. The SAIS Forum will focus on WCIT as a case study within the larger context of facilitating better understanding and greater cooperation between Europe and the United States on global communications policy.
