Event Details

Introduction and Keynote Speaker:

Introductory remarks by the sponsor at 8am. The keynote breakfast speaker is Franklin Miller, Principal, The Scowcroft Group (8:10-8:55). This will be followed by individual remarks from Senators and Members of the ICBM Coalition, led by Budget Chairman Conrad.(9-9:30am).

This will be followed by a briefing from three top Department of Defense officials (9:35-10:30): (1) Greg Hulcher from OSD; (2) the Commander of Global Strike Command, General James W. Kowalski; and (3) the SSP Director, Admiral Terry Benedict on the three legs of the Triad.

Next will be a panel of independent experts including Fred Celec, Former Assistant Secretary of Defense for Nuclear, Chemical and Biological Defense Programs, David Trachtenberg, President and CEO of Shortwaver Consulting, LLC, Dan Goure is Vice President of the Lexington Institute, and Mark Schneider is Senior Analysts with the National Institute for Public Policy, who will discuss the strategic Triad benefits, the strategic balance and arms control; extended deterrence; ICBM and SLBM contributions to deterrence; and budget issues. (10:35-11:35).

The morning symposium will conclude with final summary remarks by Dr. Keith Payne, CEO and President, National Institute for Public Policy (11:40-11:55).

In-depth discussion of the US Strategic Triad, and issues of strategic stability, budget, arms control and why preserving the Triad’s three legs---ICBMs/SLBMs/bombers—is critical to effective and credible deterrence and consistent with arms control and necessary for strategic stability
