U.S. Military Energy Strategies
A representative from each branch of the US military will be discussing military energy strategies and progress made by their respective Service on the energy front, and how the Services' efforts have been applied to the overall national energy security strategy. Recent advances in alternative energy technologies and initiatives to strengthen and protect our nation's energy infrastructure will also be discussed.

ARMY: Dr. Kevin T. Geiss Dr. Kevin Geiss is the Program Director for
Energy Security in the Office of the Assistant Secretary of the Army for
Installations and Environment. He is
responsible for the development, coordination and implementation of the Army’s Energy
Security Strategy. Dr.
Geiss joined the office in 2008 and prior to this position, he served as the
Assistant Director for National Defense in the Office of Science and Technology
Policy (OSTP) in the Executive Office of the President. During his 3 years at OSTP, he conducted
policy and budget review of the Department of Defense Science and Technology
(S&T) efforts and led interagency S&T committees to support national
policy development. Before joining OSTP,
Dr. Geiss was a senior research scientist in the Air Force Research Laboratory
at Wright-Patterson AFB, Ohio. Dr. Geiss
earned both his M.S. and Ph.D. from Miami University of Ohio. NAVY: Rear Admiral Philip Hart Cullom Rear Admiral Philip Hart Cullom is the Director of Fleet Readiness Division on the Navy Staff. A native of Flossmoor, Ill., Rear Admiral Philip H. Cullom graduated
with distinction from the U.S. Naval Academy with a bachelor's degree in
Physics. He also holds a master’s degree in business administration with
distinction from Harvard Business School. At sea, he has served in various operational and engineering billets aboard USS
Truxtun (CGN 35), USS Jesse L. Brown (FF 1089), USS Dwight D.
Eisenhower (CVN 69) and USS Mobile Bay (CG 53), participating in
numerous exercises and counter-narcotics patrols as well as Operations
Desert Storm and Southern Watch. From 1998 to 1999 he commanded USS Mitscher
(DDG 57), deploying to the Mediterranean, Adriatic and North Sea during the
Kosovo crisis. As commander, Amphibious Squadron 3, he served as sea combat
commander for the 1st Expeditionary Strike Group (ESG-1) in support of Operations
Iraqi Freedom and Enduring Freedom (2003-2004). Most recently, from
June 2007 to August 2008, he commanded the Eisenhower and George Washington
Strike Groups, as commander, Carrier Strike Group 8. Ashore, he has served in various staff, policy, strategy, and technical
positions to include: Shift engineer & staff training officer of the A1W
nuclear prototype at the Idaho National Engineering Laboratory, special
assistant to the CNO’s Executive Panel (OP-00K) and branch head for Strategy
& Policy (N513). Joint assignments have included defense resource manager
within the J-8 Directorate of the Joint Staff, white house fellow to the
Director of the Office of Management and Budget and director for Defense Policy
and Arms Control at the National Security Council. He also held a personnel
assignment, serving as the head of Officer Programs and Placement (PERS
424/41N) for all surface nuclear trained officers from late 2001 until 2003.
After completing major command, he served as the chief of staff for Commander,
2nd Fleet/Commander, Striking Fleet Atlantic until September 2005. Flag
assignments ashore included Navy Staff positions as director, Deep Blue and the
director for Strategy & Policy (N5SP). In September 2008, he assumed his
present duties as director, Fleet Readiness Division on the Navy Staff.
AIR FORCE: Michael F. McGhee Mr. Michael F. McGhee is the
Acting Deputy Assistant Secretary of the Air Force for Energy, Environment,
Safety and Occupational Health (EESOH), providing senior policy and program
oversight for Air Force environmental programs worldwide. As Acting Deputy Assistant Secretary, he
leads the Air Force senior policy and oversight office for environment, safety,
occupational health and energy matters. His responsibilities include providing
guidance, direction and oversight of all matters pertaining to formulation,
review and execution of plans, policies programs and budgets for environmental,
safety, occupational health and energy programs. Mr. McGhee began his Air
Force career as a commissioned officer, a Bioenvironmental Engineer, at the San
Antonio Air Logistics Center at Kelly AFB, TX.
After working in construction management in the Washington, DC area, Mr.
McGhee returned to the Air Force where he has held positions in environmental
management, environmental policy and project management, at the installation,
Major Command, and Headquarters U.S. Air Force organizational levels, before
his current assignment in the Air Force Secretariat. Mr. McGhee is a member of the Defense
Leadership and Management Program and a licensed Professional Engineer in the
state of Texas.
MARINE CORPS: Carla Lucchino In 1997, Ms. Lucchino became the Deputy Commander of the Defense
Contract Management Office at Lockheed-Martin Missiles and Space in
Sunnyvale, California. She led 126 military and civilian personnel in
managing and overseeing the design, development and production of
satellites, missiles and other space assets for the Defense Department
and the National Aeronautics and Space Administration. This $36
billion portfolio included the Space-Based Infra-Red System, the Fleet
Ballistic Missile, the MILSTAR satellite, the Theater High Altitude
Area Defense missile, Airborne and Space-based Laser programs, and the
Hubble Telescope. Ms. Lucchino was promoted to the Senior Executive
Service in 1999. She served on a detail to the Office of the Under
Secretary of Defense for Acquisition, Technology and Logistics. As the
Special Assistant to the Director of Acquisition, Resources and
Analysis, Ms. Lucchino managed the Defense Department's core/non-core
competency program, coordinated efforts to support the President's
Management Agenda, and led an effort to improve accounting for service
contracts. COAST GUARD: Jeffery G. Orner Jeffery Orner is the Coast Guard’s
Deputy Assistant Commandant for Engineering and Logistics. He has served in
this position since 2005, and he’s been a member of the Senior Executive
Service (SES) since 1999. As the Coast
Guard’s senior logistician, Mr. Orner leads the engineering and logistics
programs and the naval, aeronautical, civil and industrial engineering and logistics
workforce who maintain the Coast Guard’s 200 aircraft, 230 ships, 1,800 boats
and 23,000 facilities. He also plays a leadership role in the Coast Guard’s Modernization,
implementing the new product-line support business model, and he is the lead
negotiator with the employee unions on the implementation of the modernized organization.
He is also the Coast Guard’s Chief Efficiency Review Officer, leading the DHS efficiency
review for the Coast Guard, and he is the Coast Guard’s Chief Administrative
Officer. Mr. Orner was the Executive
Director of the Naval Supply Systems Command from 2001 to 2005. As NAVSUP’s number two official, he led a
worldwide work force of over 24,000 military and civilian personnel; oversaw
$10 billion in annual spending; and, was NAVSUP’s acquisition executive. He
managed the Navy’s supply chain operations while leading an enterprise-wide business
transformation that created a single customer-focused enterprise out of 14
commands, and institutionalized long-term continuous improvement using tools
such as Lean and Six-Sigma. He was a founder of the Navy’s “Virtual Systems
Command” that strengthened the alignment across the Navy’s acquisition and
support provider organizations. He was also the co-leader, with a USMC SES, of
the Department of the Navy’s logistics community and he led development of a comprehensive
human capital plan. From 1998 to 2001,
Mr. Orner was the Assistant Deputy Commander, Fleet Logistic Support at the Naval
Sea Systems Command. As NAVSEA’s senior logistician, he managed the acquisition
and inservice logistics processes, products, services, programs and information
technology necessary to achieve and sustain affordable readiness for all ships
and ship systems. From 1993 to 1998, he
was an Assistant Program Executive Officer for Mine Warfare. He led logistics
and configuration management for the PEO’s ships, aircraft, and Explosive
Ordinance Disposal systems (70 in-service systems, 25 system acquisition and 2
shipbuilding programs). Mr. Orner was the Configuration Management and Logistic
Support Branch Head in the NAVSEA Surface Combatant Ship Program Office from
1988 to 1993. He began his Federal career in 1981 as a graduate cooperative
education student. Mr. Orner is an
acquisition professional, certified at Level III by both DOD and DHS, in
Program Management and in Life Cycle Logistics. He holds a Bachelor of Arts
from Wittenberg University, and a Master of Science from the Kogod School of
Business at The American University. He received the Navy Meritorious and the
Superior Civilian Service Medals, and was the first recipient of the Admiral
Stan Arthur Award for Logistics Excellence from the CNO. Under his leadership, NAVSUP
received a Meritorious Unit Commendation from the Secretary of the Navy,
recognizing the Command’s business transformation and superior mission performance,
in 2004. Mr. Orner was awarded the Presidential Rank Award of Meritorious
Executive by the President of the United States in 2005.
Ms. Lucchino received a Bachelor of Arts degree in
Economics in 1981 from the State University of New York at Binghamton.
From there, she immediately entered graduate school at the Russ College
of Engineering and Technology and was awarded a Master of Science
degree in Industrial and Systems Engineering from Ohio University in
1982. In 1994 she received another Master of Science degree in
National Security Strategy from the National War College located at Ft.
McNair in Washington, DC. Ms Lucchino currently serves as a member of
the Russ College of Engineering and Technology's Board of Visitors and
Board of Advisors at Ohio University. In May 2009, she became a
Distinguished Graduate of the Russ College. She is also the recipient
of numerous civil service performance awards including two Meritorious
Civilian Service Awards and the Exceptional Civilian Service Award.
