Presentation Overview
The 23rd Avenue & Gateway Boulevard Interchange is the largest, most complex and politically sensitive roadway project the City of Edmonton has undertaken. The City Manager requested that the Office of the City Auditor (OCA) review the process that was followed for the project. The overall audit objective was to identify areas for improvement in the planning, design, tendering and contract award processes for future major/complex projects. To achieve our objective, we sought to answer three basic questions: (1) What are the reasons for the cost increase from $75 to $261 million? (2) What are the causes of the delay in project completion from 2006 to 2011? (3) Did the City exercise due diligence as project owner in managing the project? This presentation will provide some insight into these questions. Speaker Profile
Larry Laver & Gordon M. Babey, M.Sc., P.Eng Larry Laver, as Project Lead provided the leadership and stewardship to undertake this comprehensive review. He has extensive years of experience in the area of value-for-money, compliance and proactive audits and in the review of automated systems and associated processes. Prior to joining the OCA, Larry was a Senior Budget Analyst and was actively involved in the development of budget processes and documents that received international recognition. Larry holds the title of Senior Audit Coordinator with the OCA. Gordon M. Babey was one of eight members of the multi-disciplinary team of auditors that participated in this review. He also has many years of experience in conducting operational audits and investigations. Prior to his audit experience, he was a transportation engineer with experience in both the public and private sector. Gordon holds the title of Audit & Privacy Coordinator with the OCA.
