Dinner Meeting Presentation

23rd Avenue & Gateway Boulevard Interchange

Project Review

Speaker

Larry Laver & Gordon M. Babey, M.Sc., P.Eng.

Office of the City Auditor, City of Edmonton

Presentation Overview

The 23rd Avenue & Gateway Boulevard Interchange is the largest, most complex and politically sensitive roadway project the City of Edmonton has undertaken. The City Manager requested that the Office of the City Auditor (OCA) review the process that was followed for the project. The overall audit objective was to identify areas for improvement in the planning, design, tendering and contract award processes for future major/complex projects. To achieve our objective, we sought to answer three basic questions:

(1) What are the reasons for the cost increase from $75 to $261 million?

(2) What are the causes of the delay in project completion from 2006 to 2011?

(3) Did the City exercise due diligence as project owner in managing the project?

This presentation will provide some insight into these questions.

The full report presented to the Audit Committee and City Council can be accessed at:
