Topic:         Teaching New Dogs Old Tricks
 
Abstract:
Most IT and consulting organizations are challenged when trying to share expertise and in building a suite of best Project Management processes.  This experience based presentation addresses this domain:  First discussing the history, theory, infrastructure and implementation of IBM’s “The Method” – an internal system that was developed for use by IBM  Global Services to share project management expertise within the organization and then focusing on lessons learned in building a Project Management Office based on many of these  same principles.  The presentation concludes with some practical lessons learned.
 
This presentation is geared towards an audience which goes well beyond project managers. In the broadest sense this presentation is meant for anyone who wishes to share his or her specialized professional knowledge with others. Since many of us work within project defined boundaries, and thrive or suffer as a result, consider the following constituents:
-        anyone who manages projects
-        anyone who manages project managers
-        anyone who works within a project framework
-        project stakeholders including customers and other project participants
-        the intellectually curious and
-        those who attend meetings for the refreshments.


Biography:
Dr. Carl Singer is a Vice President with the Enterprise Program Management Office (EPMO) at the Bank of New York Mellon. He retired from IBM where he was brought on board to formally leverage project expertise as intellectual capital.  His teams developed the framework for this approach and populated specific engagement models.  He also taught at IBM’s Advanced Business Institute. His prior work experience includes Bellcore, General Electric and Chase Econometrics.
Carl serves as a member of the management board of the IEEE Software and Systems  Engineering Standards Committee (S2ESC) and chairs the 1175 family of standards on computer tool interconnections.  He has published in the Communications of the ACM, the IBM Systems Journal and elsewhere.
 
Dr. Singer has a  B.S. in Organizational Science from Case Institute of Technology and did graduate work there in operations research.  He has an M.S. in Industrial and Operations Engineering from the University of Michigan and a Ph.D. from Purdue University’s Krannert School of Business.  He is also a graduate of the U.S. Army Command and General Staff College, and the U.S. Army War College.
Singer served on active duty in the U.S. Army Chief of Staff’s Office.  Colonel Singer retired from the military in 2001. His awards include the Meritorious Service Medal and the Legion of Merit.
