The Baldrige National Quality Award was developed in 1987 to enhance the competitiveness of U.S. businesses. Its scope was since expanded to healthcare and education organizations in 1999 and to nonprofit/government organizations in 2005. The award recognizes achievements in quality and business performance and is based on a strong framework of organizational excellence.

The Baldrige Criteria are flexible enough to encompass a wide variety of methodologies in supporting quality and performance excellence. State, local and regional Baldrige-based award programs use the Baldrige Criteria to advance improvement in their states and regions. These programs help many local organizations start or continue their performance journey. Many Malcolm Baldrige National Quality Award recipients were former state quality award winners. Many healthcare organizations, without plans to apply for the award, are using the criteria to evaluate and improve their organization’s quality and performance. This framework addresses a variety of criteria in the categories of leadership; strategic planning; focus on patients, other customers and markets; measurement, analysis and knowledge management; staff focus; process management; and organizational results. Learn from healthcare executives who are using this framework for overall organizational improvement or when applying for the awards.

Kathleen Gallo Ph.D., MBA, RN, FAAN

Senior Vice President, Chief Learning Officer

The Center for Learning and Innovation


Dr. Gallo is senior vice president and chief learning officer for theNorth Shore-LIJ Health System. Under her leadership, the Centerfor Learning and Innovation–North Shore-LIJ’s corporate university–and the Patient Safety Institute were created to transform the healthsystem into a learning organization by strategically focusing on workforce development.

Dr. Gallo is responsible for leadership development throughout the organization, the creation and implementation of a comprehensive learning strategy, and the development of a new human resources (HR) architecture that transformed HR into a strategic business partner.

Within North Shore-LIJ, Dr. Gallo has served as system director for emergency medicine and vice president for emergency medical services. She has more than 25 years experience in emergency nursing, having held a variety of clinical and administrative positions in tertiary care hospitals on Long Island.

Dr. Gallo serves on the advisory boards for the Executive Program in Work-based Learning Leadership at the University of Pennsylvania and the IHI Open School for Health Professions. She chairs the Quality Committee for the Council for Accreditation, Society for Simulation in Healthcare and serves on the editorial board of the Journal for Applied Nursing Research. Dr. Gallo is an associate professor of science education at the Hofstra North Shore-LIJ School of Medicine and an associate adjunct professor at the Frances Payne Bolton School of Nursing, Case Western Reserve University. She was an examiner for the Malcolm Baldrige Quality Award Program from 2003-2005 and served on the advisory board for the National Center for Healthcare Leadership (NCHL) from 2004-2010. In addition, she has held several regional posts for emergency medical services and emergency nursing.

A noted speaker, Dr. Gallo addresses a wide range of subjects including “Future Workforce Requirements,” “Creating a World-Class Learning Organization,” “Effective Leadership for Today’s Workforce,” “Building the Business Case for Learning and Development”, “Preparing Tomorrow’s Clinicians for Tomorrow’s Healthcare System,” “Enhancing Patient Safety Through Inter professional Education and Collaboration,” “Heralding in a New Era: Patient Safety at the Forefront,” “Transforming Healthcare into Higher Reliability Organizations,” and “Creating a Culture of Safety: Lessons Learned from Aviation.”

Dr. Gallo is a board member of the American Nurses Foundation Board of Trustees and was inducted as a Fellow into the American Academy of Nursing in 2011. She was also inducted into the 2005 Hall of Fame at Adelphi University School of Nursing, and received the 2005 Distinguished Alumni Award from the State University of New York at Stony Brook.

Dr. Gallo received her Bachelor of Science in Nursing degree from Excelsior College, University of the State of New York; a Master of Science (Nursing) degree from the State University of New York at Stony Brook; a PhD (Nursing) from Adelphi University, Garden City, New York; and a Master in Business Administration, also from Adelphi University.



Kenneth J. Abrams, MD, MBA

Director and Senior Physician

Deloitte Consulting, LLP

Dr. Abrams is a Director and senior physician in Deloitte Consulting’s Life Science and Health Care Practice.  Ken is an anesthesiologist with over 25 years of clinical and administrative experience in academic medical centers and integrated delivery systems. He serves as the physician lead for Deloitte’s health care provider strategy practice.  Dr. Abrams has market eminence as a physician executive and as a thought leader in clinical strategy, performance improvement and clinical integration. 

Prior to joining Deloitte, Ken worked at North Shore LIJ Health System, where he served as senior vice president of Clinical Operations, chief quality officer, and associate chief medical officer for the health system. He has led multiple projects including a surgical services redesign, anesthesia department turnaround, and the 2010 National Quality Forum (NQF) National Healthcare Quality Award.

Ken has market eminence as a physician executive and as a thought leader in performance improvement. He has been published in numerous medical journals and books and has presented at conferences and given lectures around the world.

Prior to working at the North Shore LIJ Health System, Ken was the patient safety officer and chairman of Anesthesiology at AtlantiCare. His achievements in his five years there included the creation of the Patient Safety Committee, a clinical transformation patient flow project and the creation of a critical care strategic development group, and a senior leader in pursuing AtlantiCare’s Baldrige National Quality Recognition. Prior to AtlantiCare, Ken spent almost 13 years at Mount Sinai Medical Center in New York as associate professor of Anesthesiology and medical director for Perioperative Services, among other roles.

Ken holds a doctor of medicine (MD) degree from Sackler School of Medicine/Tel Aviv University, an MBA from Zicklin School of Business/Baruch College and a bachelor’s degree in biology from the University of Rhode Island. 

Ken also played Division 1 soccer while at URI and had the honor of playing on the U.S Maccabiah soccer team, winning a silver medal. He lives in Kinnelon, NJ with his wife, Mercy, and enjoys boating, cycling, and the outdoors.


Lorraine Ryan

Senior Vice President 

Legal, Regulatory and Professional Affairs

Greater New York Hospital Association 

Lorraine Ryan is Senior Vice President, Legal, Regulatory and Professional Affairs for the Greater New York Hospital Association (GNYHA). Ms. Ryan is responsible for oversight of GNYHA clinical regulatory and professional affairs activities, including all quality improvement initiatives and supervision of quality improvement staff. Ms. Ryan is also responsible for monitoring and educating the membership on federal and state regulatory requirements related to clinical, operational and quality issues and accrediting body standards. Additionally, Ms. Ryan provides consultation to member hospitals on risk management, medical staff and credentialing issues.

Ms. Ryan is currently serving as the co-project director for the NYS Partnership for Patients. Prior to joining GNYHA, Ms. Ryan held senior hospital administration and management positions and worked as associate counsel in a medical malpractice firm.  Ms. Ryan holds a law degree from New York Law School, a Masters in Public Administration from New York University, and a Bachelors of Science, Nursing Degree from Fairfield University, Fairfield Connecticut.


Joe Conte

Senior Vice President 

Quality and Risk Management Services

Richmond University Medical Center 

Joe is a senior Health Care Executive with 25 years experience at the nation’s top health systems.  In his capacity as Chief Quality Officer at Staten Island University Hospital, the organization achieved the Pinnacle Award for Quality and Patient Safety from HANYS and the Codman Award for Quality from the Joint Commission. In addition SIUH was among the top performing organizations in the CMS/Premier Pay for Performance Program.

As Executive Vice President at the $2 billion Catholic Health System of Long Island, the organization earned the HANYS Pinnacle Award for Quality and Patient Safety and the Pinnacle Award for Community Health Improvement. He implemented the Six Sigma Program, led the development of the Simulation Laboratory and under his leadership the network achieved three consecutive bond upgrades.

At the seventeen hospital NS-LIJ Health System where he served for over 15 years in various executive capacities, his strategy in Premier/CMS Pay for Performance Initiative, earned over $20MM for clinical improvement initiatives. His system-wide Quality programs ultimately culminated in recognition by National Quality Forum as top Health System in the US in 2011. Joe has implemented innovative programs in electronic medical records, physician office EMR, evidence-based order sets and medical informatics. Currently, Joe is the Senior VP at Richmond University Medical Center where he oversees Quality, Risk Management, Patient Safety, Health IT and Case Management. Joe spearheaded the health IT program to be certified for Meaningful Use by the Office of the National Coordinator and access $11MM in bonus payments.

An expert in accreditation, legal, insurance and regulatory matters, Joe has served on numerous panels and advisory committees. He has experience growing hospital, ambulatory and continuing care programs serving large geographic and population centers. An accomplished speaker and researcher, Joe is a professor at Wagner College in the Business School and Department of Biological Science as well as adjunct professor at Columbia University School of Public Health. He has published numerous peer review articles and recently authored a chapter in the best selling Health Informatics an Executive Primer. Joe is an innovator, progressive thinker and a team builder with proven success at aligning and building successful partnerships with medical staff.
